Body

BACKGROUND

On September 19, 2025, the City of Dallas released Request for Qualifications “CIZ25-TRN-3145 Master Plan and Engineering Services for Projects Connecting the Southern Gateway Park (now known as Halperin Park) and Dallas Zoo to Oak Cliff Neighborhoods (Step One of Two) (RFQ/RFP)” (“Project”) and received four statements of qualifications from interested firms. A four-member selection committee consisting of staff from the Department of Transportation and Public Works and Parks & Recreation Services, evaluated and ranked the statements of qualifications received. The two highest-ranking firms were shortlisted.

On December 1, 2025, the City issued an Invitation Only Request for Proposals. Gresham Smith was selected by the review committee as the most highly qualified proposer to provide professional engineering services for Step Two of the Project (this action).

If approved, this action will authorize a professional engineering services contract with Gresham Smith to support the planning services for the development of a comprehensive master plan for projects connecting the Southern Gateway Park (now known as Halperin Park) and Dallas Zoo to surrounding neighborhood and conceptual design and engineering.
