Authorize an increase in the construction services contract with Douglas Dailey Construction, LLC for the emergency replacement of an 18-inch diameter sanitary sewer pipeline at 10750 Maylee Boulevard - Not to exceed $412,280.00, from $14,672,145.00 to $15,084,425.00 - Financing: Wastewater Capital Improvement F Fund

BACKGROUND
The existing concrete sewer at 10750 Maylee Boulevard was built in 1955 and has structurally failed. Dallas Water Utilities (DWU) Wastewater Collection investigated a Sanitary Sewer Overflow (SSO) that occurred on March 23, 2024. The investigation revealed the cause of the SSO was a structural failure of the 18-inch diameter sanitary sewer mainline located at 10750 Maylee Boulevard near the intersection of Ferguson Road.
DWU approached Douglas Dailey Construction, LLC, who has extensive experience and expertise with pipe bursting technology for a cost proposal to complete the work. Douglas Dailey Construction, LLC submitted a final cost proposal of $412,280.00. The estimate was reviewed by DWU and found to be a reasonable cost for the significance and difficulty of the work to be performed. Given the failure of the existing pipeline and threat of another SSO occurrence, DWU needs to immediately move forward with the pipe replacement.
This action will ratify additional construction services for the immediate emergency replacement of approximately 460 feet of 18-inch diameter sanitary sewer mainline. The location is within a commercial zone including several businesses such as RaceTrac, Texaco, and a strip mall and as a result has a very high traffic volume. The replacement will be completed using a trenchless pipe bursting method to minimize significant impacts to the surrounding businesses and traffic.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 25, 2022, the City Council authorized a construction services contract for the replacement and rehabilitation of approximately 27,944 feet of water and wastewater mains at 13 locations by Resolution No. 22-0816.
On April 10, 2024, the City Council authorized an increase in the construction services contract for additional work associated with the installation of water services, large valve manholes, dewatering efforts for construction, and additional paving and surface restoration work by Resolution No. 24-627.
