Authorize a professional engineering services contract with Lee Holdings, Inc., DBA Lee Engineering, LLC., for traffic signal design services for the following six intersections: Knox Street at Katy Trail (Pedestrian Hybrid Beacon); Lake June Road at Prichard Lane; Mountain Creek Parkway at Fox Creek Trail; North Jim Miller Road at Piedmont Drive; Telephone Road at Bonnie View Road; Lake June Road at Houghton Road (Pedestrian Hybrid Beacon); and other related tasks - Not to exceed $431,792.00 - Financing: General Fund ($215,896.00) and Street and Transportation (A) Fund (2017 General Obligation Bond Fund) ($215,896.00)

BACKGROUND
This action will authorize a professional engineering services contract with Lee Holdings, Inc., DBA Lee Engineering, LLC., for the design of traffic signals at the following intersections:
Intersection Council District
Mountain Creek Parkway at Fox Creek Trail 3
North Jim Miller Road at Piedmont Drive 5
Lake June Road at Houghton Road (Pedestrian Hybrid Beacon type) 5
Lake June Road at Prichard Lane 5
Telephone Road at Bonnie View Road 8
Knox Street at Katy Trail (Pedestrian Hybrid Beacon type) 14
This design contract will support the installation of warranted traffic signal infrastructure at these intersections to improve traffic efficiency and safety.
On September 20, 2023, the City of Dallas released a Request for Qualifications for professional engineering services for the development of traffic signal plans, specifications, and estimates for eight traffic signal groups and received ten proposals from interested firms.
In October 2023, a five-member selection committee consisting of staff from the Department of Transportation, Department of Public Works, and Small Business Center Department reviewed and evaluated the proposals. Lee Holdings, Inc., DBA Lee Engineering, LLC., was selected by the review committee to provide professional services for these six intersections.

On September 13, 2023, the City Council authorized an agreement with Dallas Telephone Road Property, LLC., for contribution of funds towards the warranted traffic signal installation at the intersection of Bonnie View Road and Telephone Road in the City of Dallas, in an amount not to exceed $27,500.00, by Resolution No. 23-1229.
