Authorize an application for the North Central Texas Council of Governments 2025 Transportation Alternative Program Call for Projects (a) in an amount not to exceed $5,700,000.00 from the North Central Texas Council of Governments for the Cotton Belt Trail located between Davenport Road and Preston Green Park; and (b) in an amount not to exceed $837,000.00 for the Marni Kaner Trail located between the Cotton Belt Trail Corridor and the current terminus of the trail east of Davenport Road - Financing: The action has no cost consideration to the City (see Fiscal Information)

BACKGROUND
The North Central Texas Council of Governments is administering the 2025 Transportation Alternatives (TA) Program Call for Projects for urbanized areas in North Central Texas. Approximately $50,000,000.00 in TA federal funds will be available to award eligible projects in portions of Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, Tarrant and Wise counties. Eligible projects may include safe routes to school planning; safe routes to school infrastructure; shared-use paths (trails); on-street bikeways; sidewalks, crosswalks and curb ramps; sidewalks and bikeways to transit; pedestrian and bicycle safety countermeasures and technology; and protected intersections.
The section of the Cotton Belt Trail to be submitted in this Call for Projects will construct the remaining unfunded trail section in North Dallas and provide a critical link in the overall Cotton Belt Trail corridor project that is pending construction.
The section of the Marni Kaner Trail to be submitted in this Call for Projects will extend the existing trail and connect to the Cotton Belt Trail that is pending construction. This will complete an approximate four-mile trail loop in North Dallas.
A minimum 20 percent local funding match is required for each project and will be met through the use of Transportation Development Credits. The deadline for applications is January 17, 2025.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 9, 2024, the Park and Recreation Board authorized (1) an application for the North Central Texas Council of Governments 2025 Transportation Alternative Program Call for Projects in an amount not to exceed $5,700,000.00 for the Cotton Belt Trail located between Davenport Road and Preston Green Park (6900 Duffield Drive); and (2) an application for the North Central Texas Council of Governments 2025 Transportation Alternative Program Call for Projects in an amount not to exceed $837,000.00 for the Marni Kaner Trail located between the Cotton Belt Trail Corridor and the current terminus of the trail east of Davenport Road.
FISCAL INFORMATION
This item has no cost consideration to the City. The Cotton Belt Trail and Marni Kaner Trail Projects will utilize grant funds received as a result of a successful application to the Transportation Alternatives Call for Projects and from Transportation Development Credits.
