Authorize the (1) acceptance of a grant from the U.S. Department of Justice Office of Juvenile Justice and Delinquency Prevention through the National Recreation and Park Association, Inc. (NRPA) for the 2024 Out-of-School Time (OST) Youth Mentoring Program (Award No. 15PJDP-24-GG-03819-MENT, Assistance Listing No. 16.726) in the amount of $60,000.00 for the implementation of the program titled L.E.A.D. (Learn, Empower, Achieve, Develop) for the period May 22, 2025 through September 30, 2027; (2) establishment of appropriations in an amount not to exceed $60,000.00 in the NRPA FY24 OST Youth Mentoring Program Grant Fund; (3) receipt and deposit of funds in an amount not to exceed $60,000.00 in the NRPA FY24 OST Youth Mentoring Program Grant Fund; and (4) execution of the grant agreement with NRPA and all terms, conditions, and documents required by the agreement - Not to exceed $60,000.00 - Financing: NRPA FY24 OST Youth Mentoring Program Grant Fund

BACKGROUND
The OST Youth Mentoring Program is part of NRPA’s broader effort to support and strengthen evidence-based mentoring programs for youth through local park and recreation agencies. The primary goal of the program is to prevent, reduce, and address the risks associated with juvenile delinquency and victimization among at-risk youth by providing access to high-quality mentoring services during out-of-school time programs.
Through this initiative, NRPA aims to build the capacity of park and recreation agencies across the country to reach youth who are disproportionately at risk, including:
• Youth from military families
• Youth residing in rural communities or small cities (population <50,000)
• Youth living in mid-sized, large, and/or suburban communities (population >50,000)
This funding is made possible by NRPA through the support of the U.S. Department of Justice (DOJ), Office of Juvenile Justice and Delinquency Prevention (OJJDP) Award No. 15PJDP-24-GG-03819-MENT in the total amount of $2,250,000.00, with an indirect cost rate of 22.4 percent, and approved by DOJ Official Brent J. Cohen on September 24, 2024. NRPA is managing the administration of Assistance Listing No: 16.726 - Juvenile Mentoring Program, the OJJDP FY24 Multistate Mentoring Programs Initiative (Program). Grants made through this Program are intended to provide mentoring services for youth through local park and recreation agencies.
Upon acceptance of this grant, funds will be used to expand the Department’s L.E.A.D. Program, which is dedicated to fostering leadership, education, and personal growth among youth in the out of school time programs offered by the Department in 11 Dallas Independent District Schools. Furthermore, it would support NPRA’s broader effort to expand evidence-based mentoring programs that prevent, reduce, and address the risk of juvenile delinquency and victimization among at-risk youth in communities through out of school programs.
In partnership with local agencies, the Department will offer both one-on-one and group mentoring opportunities, alongside family engagement activities. These efforts aim to promote positive social, emotional, academic, and behavioral outcomes while mitigating the risk factors associated with juvenile delinquency and justice system involvement.

On May 15, 2025, the Park and Recreation Board approved the acceptance of the Out of School Time (OST) Youth Mentoring Program grant funding from the National Recreation and Park Association (NRPA) in the amount of $60,000.00 to the City of Dallas Park & Recreation Department (Department) for the implementation of the program titled L.E.A.D. (Learn, Empower, Achieve, Develop) for the period of May 22, 2025 through September 30, 2027.
