Authorize a design-build construction contract with METCO Engineering, Inc., for design and preconstruction services, an early construction package, and engineering services for the design and construction of capital improvement upgrades at The Bridge Homeless Recovery Center - Not to exceed $440,126.00 - Financing: Homeless Assistance Facilities (I) Fund (2024 General Obligation Bond Fund)

BACKGROUND
The Bridge Homeless Recovery Center (The Bridge) opened on May 20, 2008, providing a centralized entry point for unhoused adult males and females to access multiple services at one location through on-site services and co-located agencies. It is the largest and only low barrier emergency shelter in the city. Originally designed to serve 250 individuals each day, The Bridge’s average daily guest count is nearly 700.
The City of Dallas has a Management Services Contract (MSC) with Bridge Steps for the operation, programming, and management of The Bridge.
Since 2019, The Bridge has experienced three major power outages that required the relocation of hundreds of guests. With all Dallas shelters at capacity, it is extremely challenging to provide meals and shelter at an alternate location. The need for a gas-powered back-up generator was identified as a top priority in 2021 and added to the Needs Inventory as a candidate for funding in a future bond program.
On May 4, 2024, Dallas voters approved Proposition I of the 2024 General Obligation Bond Program (the “2024 Bond Program”), which provides funding for capital improvement projects, including the planning, design, construction, and improvement of the city’s homeless assistance facilities. The capital improvement upgrades of a new generator and associated electrical work at The Bridge were included as a priority project.
To begin this effort, a two-step procurement for a design-build contract was initiated. The first step being a Request for Qualifications solicitation which was developed and publicly advertised on April 2, 2025. On May 9, 2025, two firms submitted Statements of Qualifications. A selection committee evaluated these submissions, ranked the firms based on published criteria, and shortlisted both firms based on the published criteria. On May 28, 2025, a Request for Proposal request was issued to the shortlisted firms.
On June 27, 2025, only one firm submitted a proposal for electrical upgrades and generator addition at the Bridge. On July 7, 2025. METCO Engineering, Inc., was selected as the most qualified proposer through a qualifications-based selection process, adhering to the City of Dallas and State of Texas procurement guidelines.
This action authorizes a design-build construction contract with METCO Engineering, Inc., covering design and preconstruction services, an early construction package, and engineering services for the design and construction of capital improvement upgrades at The Bridge, located at 1818 Corsicana Street.

On June 22, 2005, the City Council authorized a contract with CamargoCopeland Architects, LLP to provide final programming and conceptual design services by Resolution No. 05-1985.
On August 24, 2005, the City Council ordered a special election on Tuesday, November 8, 2005, to authorize general obligation bonds by the qualified voters of the City for the purpose of providing funds for permanent public improvements by Resolution No. 05-2528; Ordinance No. 26095.
On December 5, 2005, the City Council authorized a professional services contract with CamargoCopeland Architects, LLP, to provide full design services for the new Homeless Assistance Center located at 1818 Corsicana Street, by Resolution No. 05-3374. Major elements of the program include Entry/Intake, Client Spaces, Social Services, Training & Education, Mental Health, Physical Health, Residential Programs, Food Services Administration, and General Support Spaces.
On April 12, 2006, the City Council authorized the preparation of plans for the issuance of $23,800,000 in Bond Sales and the establishment of appropriations in an amount not to exceed $23,950,666, by Resolution No. 06-1093.
On January 24, 2007, the City Council authorized a construction services contract with Satterfield & Pontikes Construction, Inc. for the construction of the new Homeless Assistance Center located at 1818 Corsicana Street, in an amount not to exceed $16,497,590, by Resolution No. 07-0350.
On February 14, 2024, the City Council authorized ordering a May 2024 Bond Election to fund a variety of capital improvement projects citywide by Resolution No. 24-0280; Ordinance No. 32658.
On May 15, 2024, the City Council authorized and adopted the canvassing committee’s report for the May 4, 2024 Bond Election, certifying the election results and declaring that a majority of voters supported all bond propositions by Resolution No. 24-0695; Ordinance No. 32658.

PROCUREMENT INFORMATION
A Request for Qualifications (RFQ) (Solicitation CIZ25-BCM-3163) was issued on April 2, 2025. On May 9, 2025, two Qualifications Statements were received in response to the RFQ. Following the review of the submitted Qualifications Statements, both candidates were recommended, and a Request for Proposal was issued to the short-listed firms on May 28, 2025:
• DSGN Associates, Inc.
• METCO Engineering, Inc.
One proposal was received and distributed to the Evaluation Committee on June 27, 2025. Following independent review and evaluation of each submittal, the Evaluation Committee members ranked the candidate’s proposal and closed the Evaluation reports on July 7, 2025. The resulting cumulative ranking of the Evaluation Committee determined METCO Engineering, Inc. to be the highest-ranked proposal.
