BACKGROUND

 

The Dallas Water Utilities Department (DWU) owns and operates an existing 60-inch diameter reinforced concrete wastewater main that was constructed in the 1950’s and is in poor structural condition.  Given the flow carried by the existing wastewater main and existing condition, it has a high likelihood and consequence of failure and requires rehabilitation to improve its condition and extend its useful life. Rehabilitation of the existing main was identified as part of larger improvements recommended in DWU’s 2020 Comprehensive Wastewater Collection System Assessment Update.

 

Due to environmental and easement constraints and the existing pipe’s deteriorated condition, it was determined that the best course of action would be to first renew the existing pipe via rehabilitation to address the high risk and consequence of pipe failure. Pipeline renewal will enable more time for comprehensive planning, design, land acquisition, and construction of a larger capacity relief main. This action will authorize a construction service contract for the rehabilitation of approximately 5,150 linear feet of existing 60-inch diameter wastewater main. Approximately 4,790 linear feet will be rehabilitated by Machine Spiral Wound Liner and approximately 360 linear feet will be rehabilitated using Cured-In-Place-Pipe followed by High-Density Polyethylene slip lining for the portion of the pipeline crossing the Trinity River.

 

 

 

 

Proposals were received from the Request for Competitive Sealed Proposal  procurement process and were evaluated based on published criteria which include proposed contract price, schedule, contractor’s approach to the project, experience and past performance of the contractor, experience and qualifications of key personnel, and Developing Regional & Inclusive Vendor Enterprise policy requirements. The proposals were evaluated and scored by a selection committee and Ruby Collins, Inc., was determined to be the best value proposer based on the rating criteria.

 

Ruby Collins, Inc. has had no contractual activities with the City of Dallas within the past three years.
