BACKGROUND

 

The City of Dallas desires to enter into an Advanced Funding Agreement (AFA) with the TxDOT for intersection and pedestrian safety improvements along East Camp Wisdom Road at University Hills Boulevard funded through the Federal Highway Administration Highway Safety Improvement Program.

 

 

 

The estimated total project cost is $1,902,094.00, which includes $1,782,000.00 in Federal reimbursement to the City of Dallas, $38,000.00 as Federal participation for direct state cost, $2,094.00 as State participation for indirect state cost, and $80,000.00 local match being done through in-house design, plus the use of 300,000 regional Transportation Development Credits as local participation. The City of Dallas is the lead agency to administer the construction of the project pursuant to the terms of the AFA. The City of Dallas will be responsible for any non-reimbursable costs and 100 percent of project cost overruns that exceed the federal funding maximum obligated amount.

 

This action will authorize an AFA with TxDOT for the construction of intersection improvements, including the removal of free-flow right-turn lanes and installation of pedestrian enhancements such as pavement markings and median refuge islands along East Camp Wisdom Road at University Hills Boulevard within the City of Dallas, utilizing a combination of Federal funding and City funds, with state participation and Transportation Development Credits.
