BACKGROUND
The property owner at southeast corner of East Belt Line Road and South North Lake Road intersection (14901 North Lake Road) has applied for a fill permit to remove the 100-year floodplain from approximately 1.35 acres of the current 2.67 acres of floodplain on this property. This fill permit is for the construction of Canoe Drive, from South North Lake Road to the City Limits. Construction of Canoe Drive will allow for secondary ingress and egress to the South Haven subdivision of the West Cell Residential Development for emergency services. The City of Irving Fire Department requires developments of certain sizes to have additional points of access. The South Haven subdivision originally planned to have a secondary point of access through a neighboring Home Owners Association but was denied an access easement. As a result, the South Haven subdivision relocated the secondary point of access within City of Dallas jurisdiction.
The fill permit application meets all but one of the engineering requirements for filling in the floodplain as specified in Part II of the Dallas Development Code, Section 51A-5.105(h). A variance was requested for Section 51A-5.105(h) Subparagraph (A)(i). This criterion requires no loss of valley storage. Valley storage is the tract’s ability to store flood waters during rain events. The upstream and downstream floodplain of Grapevine Creek is predominately in the City of Irving. The City of Irving has assessed the downstream impacts of this development and is in support of this variance. Dallas Water Utilities has no objection to this request. Accordingly, the City Council should approve this application, or may choose to deny the application on the basis of the variance

On October 23, 2019, City Council authorized two boundary adjustment agreements with the City of Irving on behalf of the City by Resolution No. 19-1546.
On April 10, 2019, City Council authorized two boundary adjustment agreements with the City of Irving on behalf of the City by Resolution No. 19-0513.
