BACKGROUND

 

The City-designated tunnel systems require ongoing electrical and mechanical maintenance, repair, monitoring, and testing services to support the continued operation of critical infrastructure and life safety systems, including tunnel ventilation systems, lighting systems, generators, and associated control and monitoring equipment. These systems are necessary to maintain safe operating conditions for the traveling public and City personnel using the tunnel systems.

 

The previous agreement for these services expired on January 27, 2026. Due to staff turnover and the due diligence required to establish a replacement agreement, the department was unable to complete a successor agreement prior to expiration. Due to the critical and continuous nature of the services, interruption was not operationally feasible and could have adversely impacted tunnel safety and operations. Accordingly, services continued while the department worked to secure a replacement agreement in order to remain in compliance with applicable federal, state, and local requirements.

 

CMC Network Solutions continued providing the necessary services during the interim period to maintain the operational integrity and functionality of the tunnel systems. This ratification will authorize payment for services already performed.

 

Concurrently with this ratification, we are bringing forward a new agreement for continued tunnel electrical and mechanical maintenance and support services to prevent future service interruptions and ensure continued operation of these critical life safety systems.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On January 27, 2021, the City Council authorized a service price agreement with CMC Network Solutions, LLC for electrical and mechanical maintenance and repair services for the tunnel systems for a three-year term, with two one-year renewal options, by Resolution No. 21-0250.
