Authorize an Interlocal Agreement with the Town of Highland Park, Texas for the installation of water and wastewater mains associated with the Town of Highland Park Texas’s Wycliffe Avenue Project - Not to exceed $3,875,000.00 - Financing: Wastewater Capital Improvement G Fund ($2,053,290.00), Water Construction Fund ($1,062,325.18), Water Capital Improvement G Fund ($752,234.82), and Wastewater Construction Fund ($7,150.00)

BACKGROUND
The Town of Highland Park, Texas (TOHPT) is undertaking a full reconstruction of Wycliff Avenue from Oak Lawn Avenue to the town limits just west of Glenwood Avenue and constructing a new bridge over Turtle Creek. As part of this effort, approximately 1,550 feet of existing 16-inch diameter water main and 1,680 feet of 8-inch and 18-inch diameter wastewater mains owned and operated by the City of Dallas need to be replaced due to their existing condition. The new bridge over Turtle Creek also requires the relocation of approximately 210 feet of existing 18-inch diameter wastewater main and approximately 420 feet of the existing 30-inch diameter wastewater main will be upsized to a 33-inch diameter main. THOPT will incorporate the water and wastewater main improvements and appurtenance adjustments into its construction contract.
Under the interlocal agreement, the Dallas Water Utilities Department (DWU) will fully fund the construction of the water and wastewater main replacements and share in the cost for the relocation and upsizing of the 18-inch and 33-inch diameter wastewater mains based on each entity’s percentage of wastewater flow. THOPT will oversee the construction contract and DWU will inspect the construction of its water and wastewater infrastructure. Construction is anticipated to begin in September 2026.

On August 23, 2023, the City Council authorized (1) settlement of the lawsuit styled USAI, LP v. Town of Highland Park, Texas and City of Dallas, Cause No. DC-20-08213; and (2) an interlocal cooperation agreement between the City of Dallas and the Town of Highland Park, Texas regarding cooperation and cost-sharing in the transportation project underlying settlement of the lawsuit by Resolution No. 23-1126.
