Title
Authorize (1) a Standard Utility Agreement with the State of Texas, acting through the Texas Department of Transportation, for water pipeline encasement extensions in State Highway 205 from FM 548 to US 80; and (2) the receipt and deposit of funds from the Texas Department of Transportation for reimbursement of eligible construction, inspection, and project management costs for the project - Estimated Revenue: Dallas Water Utilities Fund $123,165.67

BACKGROUND
The Texas Department of Transportation (TxDOT) is planning to complete pavement and drainage improvements for State Highway 205 from FM 548 to US 80. The improvements will include expanding the existing pavement width in areas where Dallas Water Utilities Department (DWU) has existing raw water transmission pipelines that supply water to the East Side Water Treatment Plant in Sunnyvale, Texas. To ensure that these critical water supply pipelines are protected and meet TxDOT right-of-way utility crossing standards, it is necessary to extend the existing encasement around these pipelines where they cross under proposed pavement.
TxDOT has designed the paving and storm drainage facilities for their State Highway 205 project, and DWU has designed the water pipeline encasement extensions. DWU will utilize an existing pipeline construction contract to complete the encasement extensions. The work by DWU will consist of extending the existing pipeline encasements for 72-inch and 84-inch diameter concrete pipelines where they cross State Highway 205, in advance of paving and drainage improvements by TxDOT. Extending the existing encasement will help protect the pipelines from failure and in the case of failure protect the existing highway from damage or disruption.
Since the utility work is necessitated by the State Highway project, 35% of the costs incurred by DWU are eligible for reimbursement. The terms of the work and eligible reimbursement will be covered under a Standard Utility Agreement with TxDOT. As per the agreement, the DWU work including construction, inspection, and project management will be reimbursed in an amount not to exceed $123,165.67. This action will authorize the Standard Utility Agreement with TxDOT and allow for the receipt of funds from TxDOT for eligible DWU costs associated with the water pipeline extensions.
