Authorize a construction services contract for the DART Group 6 - Arapaho Road at Dallas Parkway Frankford Road at Campbell Road Project to reconstruct traffic signals at the intersections of Arapaho Road at Dallas Parkway and Frankford Road at Campbell Road - Texas Standard Construction, Ltd., lowest responsible bidder of two - Not to exceed $1,824,114.30 - Financing: TxDOT RTR Arapaho Road at Dallas Parkway Improvements Fund ($1,200,000.00), Frankford Road at Campbell Road RTR Fund ($400,000.00), and DART Transportation Projects Fund ($224,114.30)

BACKGROUND
On August 13, 2026, the City of Dallas Office of Procurement Services publicly advertised for competitive bids for CIZ26-TPW-4011 - DART Group 6 - Arapaho Road at Dallas Parkway Frankford Road at Campbell Road Traffic Signal Construction project. Bids were received and opened on August 28, 2026.

This action will authorize a construction services contract with Texas Standard Construction, Ltd., for the DART Group 6 - Arapaho Road at Dallas Parkway Frankford Road at Campbell Road Project to reconstruct traffic signals at the intersections of Arapaho Road at Dallas Parkway and Frankford Road at Campbell Road, in an amount not to exceed $1,824,114.30.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On August 13, 2025, the City Council authorized a grant from the State of Texas through the TxDOT for the Regional Toll Revenue State Highway 121toll project (Agreement No. CSJ 0918-47-521) in the amount of $400,000.00 as State contribution from the SH 121 Subaccount toward the total project cost of $500,000.00, which includes $100,000.00 as local participation plus any cost overruns for the construction of intersection improvements including pedestrian crosswalks and reconstruction of existing traffic signals on Frankford Road at Campbell Road in the City of Dallas; and execution of the Advance Funding Agreement with TxDOT and all terms, conditions, and documents required by the agreement by Resolution No. 25-1237.
On April 8, 2026, the City Council authorized a grant from the State of Texas through the Texas Department of Transportation (TxDOT) for the Regional Toll Revenue (RTR) State Highway (SH) 121 toll project (Agreement No. CSJ 0918-47-513) in the amount of $1,200,000.00 as State contribution from the SH 121 Subaccount toward the total project cost of $1,500,000.00, which includes $300,000.00 as local participation which was met through design of the project, plus any cost overruns for construction of intersection improvements on Arapaho Road at Dallas Parkway within the City of Dallas, including modifications to the westbound left-turn lane, enhancements to pedestrian crosswalk facilities, and the installation of permanent traffic signal infrastructure within 10 years of execution of the agreement; and execution of the AFA with TxDOT and all terms, conditions, and documents required by the agreement by Resolution No. 26-0628.
