Title
Authorize (1) Supplemental Agreement No. 4 to increase the service contract with Conduent State & Local Solutions, Inc. for parking citation and collection system for the Department of Transportation - Not to exceed $760,374, from $5,627,200 to $6,387,574; and (2) the ratification of $461,426 for the Department of Transportation to pay outstanding invoices for parking citation and collection system - Total not to exceed $1,221,800 - Financing: General Fund

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This Supplemental Agreement will provide for continued parking services for the Department of Transportation (TRN). Through this increase the awarded supplier will continue to provide a citation and collection system as well as the collection of parking fines. Conduent provides the software platform, handheld devices, and citation processing for the Department of Transportation's parking enforcement operation function. This system is necessary to enforce parking laws, issue parking citations, or process parking payments. The ratification amount is needed to pay outstanding invoices for parking services that were required in order to avoid an interruption in services during the term of the agreement.
TRN currently has 33 employees who utilize the system on a daily basis and plans to expand this number in the coming months to approximately 53 employees. Additionally, TRN will also be taking over responsibility for street blockage calls from Police and will require 21 additional staff members. At full staff these employees write approximately 14,000 parking citations monthly and approximately 250 citations monthly for handicap and fire lane violations.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. This contract renewal option includes the most current living wage of $15.21.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 15, 2016, City Council authorized a five-year service contract, with a one-year renewal option, for parking services: Citations Management; Parking Management Services; Parking Meter Maintenance; Parking Meter Collections, Reconciliation, and Counting Services; Parking Lot Maintenance; Mobile Applications - Payments and Mobile Applications - Mapping with SP Plus Corporation, Xerox State and Local Solutions, Inc., Ace Parking III, LLC and ParkMe, Inc.; and an increase in appropriations by Resolution No. 16-1007.
