BACKGROUND

 

On August 14, 2019, the City Council authorized a professional services contract with Terracon Consultants, Inc. for engineering and architectural services for the condition assessment and design of roof, HVAC, and refrigeration systems at Dallas Water Utilities’ (DWU) 270 facilities. Roofs and heating, ventilation, air conditioning, and refrigeration (HVACR) systems at DWU facilities are generally exposed to aggressive and corrosive environments due to the chemicals used and gas byproducts associated with the water and wastewater treatment processes. With this exposure, materials break down at a higher rate when compared to typical office building facilities. In an ongoing effort to better maintain and protect these assets DWU implemented its Roof and HVACR Condition Assessment and Renewal Program in 2012. The original contract provided professional services for the condition assessment of approximately 1.5 million square feet of roof area and over 3,000 HVACR units at DWU’s 270 facilities and design services for replacement of roof and HVACR systems that are nearing the end of their service life.

 

On October 25, 2023, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with Terracon Consultants, Inc. for additional work at various sites to complete elevator systems maintenance, roof and heating, ventilation, and air conditioning replacements (HVAC) - by Resolution No. 23-1472. Supplemental Agreement No. 1 was necessary to provide additional professional services to meet the requirements of Administrative Directive 6-18 (Elevator System Maintenance) adopted after the original award of the professional services contract and for additional construction administration services for roof and HVAC replacements due to unforeseen manufacturing delays and supply change issues. Two construction contracts were awarded based on the roof and HVAC designs. The contract for HVAC replacements was awarded in 2022 and in 2023 a contract for roof replacements was awarded.

 

This action authorizes Supplemental Agreement No. 2 to the professional services contract with Terracon Consultants, Inc. to provide additional services to complete roof and HVAC repairs/replacements and provide new elevator system assessments and certifications. These additional services are necessary to complete pending work due to manufacturing product delays, required product changes, and unforeseen site conditions that required changes to the proposed designs, extended construction administration services, and for the annual certification of elevators at DWU managed facilities. Approval will allow Terracon to provide the services necessary to complete these efforts. Terracon Consultants, Inc. has submitted an acceptable proposal to provide continued supervision, inspection, and construction management services based on the current schedule and shifts employed by the contractor. The supplemental agreement will ensure that these services are provided throughout the scheduled completion of the project.
