BACKGROUND
This action will authorize a construction services contract to install and replace playground areas, equipment, and surfaces, the installation of playground shade structures, underground utilities, a drinking fountain, site hardscape and softscape, and furnishings at three parks including: Blue Bird Park located at 4139 West Red Bird Lane, Park in the Woods Park located at 6800 Mountain Creek Parkway, and Pecan Grove Park located at 3443 West Kiest Boulevard with C. Green Scaping, LP.
On August 24, 2022, the City Council authorized the acceptance of grant funds from the Texas Parks and Wildlife Department (TPWD) for the Coronavirus State and Local Fiscal Recovery Fund (CFDA / Assistance Listing No. 21.027, Federal Award Identification No. 2021-CS-21027, TPWD Contract No. CA-0003308, Project No. AR-000001) in the amount of $20,000,000.00 for the purpose of housing and workforce development, parks and trails, libraries and cultural centers, and citizens health and physical development by Resolution 22-1240.
On February 19, 2025, February 26, 2025, and March 5, 2025, the Park & Recreation Department advertised in the Dallas Morning News, and posted on the City procurement website Bonfire, the plans, specifications, and requirements for open bid solicitation of the Texas Park and Wildlife Grant Group 2 Improvements Project. A Pre-Bid Conference was held on February 26, 2025, and a closing date was scheduled for March 14, 2025. Due to a concern of low bidder turnout the bid closing date was extended to March 21, 2025.
On March 21, 2025, the Office of Procurement Services received a single bid from C. Green Scaping, LP. After review of the bid, and selection of bid items, it has been determined that C. Green Scaping, LP, is the lowest responsible bidder. This award will consist of Base Bid Items and Alternate Bid Items in an amount not to exceed $1,652,498.60. This project is funded by TPWD Coronavirus State and Local Fiscal Recovery Fund.
The scope of work includes the installation and replacement of playground areas, equipment and surfaces, the installation of new playground shade structures, underground utilities, a drinking fountain, site hardscape and softscape improvements, and furnishings.
