BACKGROUND

 

The 2024 Dallas Bond Program was approved by voters on May 4, 2024.  The Bottom Phase III Partnership Project (PB24Y087) is included in the 2024 bond program (Proposition A) under the “Partnership Projects - Prospective” category with a 20% local match of $917,000.00 and requiring 80% match from other sources.

 

Dedicating $4,200,000.00 of 2017 General Obligation Bond Funds from the City Council District 4 discretionary allocation of Proposition I (economic development/housing proposition) will enable the City’s Department of Transportation and Public Works to commence implementation of the project (i.e. engineering design).

 

Prior bond programs and external funding have supported previous phases of work (Phases I and II) to improve the infrastructure in The Bottom neighborhood. The Bottom Phase III Project will complete the remaining infrastructure improvements needed for the neighborhood. Design and construction of this project will further promote economic development and housing in The Bottom neighborhood.

 

The Bottom Phase III Project is a street reconstruction project, including replacing the existing deteriorating roadway pavement with new reinforced concrete pavement, including curb and gutter, sidewalks, drive approaches, drainage improvements, water and wastewater mainline replacement, and other items necessary to complete the project, along the following street segments:

 

 

1.                     Pecan Road from Canyon Street to Levee Street

2.                     Bobbie Street from Canyon Street to Levee Street

3.                     Albright Street from Canyon Street to Levee Street

4.                     Viaduct Street from Canyon Street to Levee Street

5.                     Connector Road #1 between Pecan Road and Bobbie Street

6.                     Connector Road #2 between Albright Street and Viaduct Street

 

This action will authorize the dedication of $4,200,000.00 of 2017 General Obligation Bond Funds from the City Council District 4 allocation of Proposition I (economic development/housing proposition) to be used as partnership supplemental funding for the implementation of The Bottom Phase III Partnership Project (PB24Y087) in the 2024 Bond Program.

 

Subsequent agenda items will follow to award the design and construction components of The Bottom Phase III Partnership Project (PB24Y087); and funding information, at that time will be completed.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On February 14, 2024, the City Council authorized an ordinance (1) ordering a special election to be held in the city of Dallas (the City) on May 4, 2024, for the purpose of authorizing general obligation bonds for propositions on the purposes set forth; and  (2) making provisions for the conduct of the election and other related provisions  by Council Resolution No. 24-0280, Ordinance No. 32658.
