Authorize a Supplemental Agreement No. 1 to the professional services contract with Jacobs Engineering Group, Inc. to provide additional engineering design and consulting services for the Timberglen Trail Phase II located at 3900 Timberglen Road to Midway Road and from Moss Glen Park to the Preston Ridge Trail at Hillcrest Road and for environmental analysis including developing technical reports, Archeological Resource Coordination and Historical resources, Boundary Survey required as a part of Texas Department of Transportation funding requirements - Not to exceed $106,560.00, from $716,685.00 to $823,245.00 - Financing: Park and Recreation Facilities (B) Fund (2017 General Obligation Bond Fund)

BACKGROUND
The 2017 Bond Program allocated funding for the development of the Timberglen Trail from Timberglen Park, located at 3900 Timberglen Road to the Preston Ridge Trail at Hillcrest Road and a contract was entered into with Jacobs Engineering Group, Inc. for the trail’s engineering design and construction services.
In 2023, the Timberglen Trail project was awarded $3,739,844.00 in federal transportation funding to complete the trail section between Moss Glen Park and the Preston Ridge Trail, and trail-related intersection and signal improvements at Midway Road and Timberglen Road. The addition of the federal funding includes TxDOT design and review requirements not included in Jacobs Engineering Group, Inc.’s current contract.
To account for the additional design and review requirements from TxDOT, this action will authorize Supplemental Agreement No. 1 to the professional services contract with Jacobs Engineering Group, Inc. to provide engineering design and consulting services for the Timberglen Trail Phase II located at 3900 Timberglen Road to Midway Road and from Moss Glen Park to the Preston Ridge Trail at Hillcrest Road for environmental analysis including developing technical reports, archeological resource coordination and historical resources, and boundary survey.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 26, 2020, the City Council authorized a professional services contract with Jacobs Engineering Group, Inc. for schematic design development, for the Timberglen Trail Project by Resolution No. 20-0368.
On February 26, 2025, the City Council authorized an Advance Funding Agreement with the City of Dallas and TxDOT for the schematic design development of the Timberglen Trail Project by Resolution No. 25-0385.
On November 6, 2025, the Park and Recreation Board approved a Supplemental Agreement No. 1 to the professional services contract with Jacobs Engineering Group, Inc. to provide engineering design and consulting services for the Timberglen Trail Phase II located at 3900 Timberglen Road to Midway Road and from Moss Glen Park to the Preston Ridge Trail at Hillcrest Road and for environmental analysis including developing technical reports, Archeological Resource Coordination and Historical resources, Boundary Survey required as a part of Texas Department of Transportation (TxDOT) funding requirements.
