BACKGROUND

 

This action authorizes a thirty-year Interlocal Cooperation Agreement (ILA) with one ten-year renewal option, subject to Park Board approval, with the City of Irving for the purpose of construction, maintenance and operation of a portion of the Campion Trail within the City of Dallas located in the L.B. Houston Nature Area limits from approximately California Crossing Road to Wildwood Drive/Tom Braniff Drive by the City of Irving. This project is known as the Campion Trail Elm Fork Extension Phase II project (Exhibit A).

 

The City of Irving desires to construct their planned extension of the existing Campion Trail in the City of Irving to the south. Being unable to construct the entire trail extension on the west bank of the Elm Fork of Trinity River, the trail project requires the use of a portion of L.B. Houston Nature Area for a length of approximately 0.75 miles and containing approximately 2.65 acres. Construction of the trail project within the City of Dallas (City) will require construction of two hike and bike trail bridges over the river, crossing under the elevated BNSF Railway line, use of a portion of the Trinity River Authority of Texas Wastewater Easement, and a roadway crossing at Wildwood Drive at the Wildwood Drive park parking lot trailhead. The City of Irving will be responsible for the construction, maintenance and management of all improvements, securing all local, state, and federal permits as required, and railway and easement holder approvals. All project costs, including subsequent maintenance, operation, and repair of the trail shall be the sole responsibility of the City of Irving with no cost to the City.

 

 

The Campion Trail alignment within the City of Dallas municipal limits follows the general alignment of a portion of the City’s planned Elm Fork Greenbelt Trail. The Elm Fork Greenbelt Trail Master Plan envisioned that a portion of the City’s future trail and the City of Irving’s future Campion Trail extension would share trail use at this location in L.B. Houston Nature Area.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On January 11, 2024, the Park and Recreation Board authorized a thirty-year Interlocal Cooperation Agreement, with one ten-year renewal option with City of Irving.
