Authorize a professional engineering services contract for traffic signal design services for the following six intersections selected as part of the 2021 Highway Safety Improvement Program: North Buckner Boulevard and Peavy Road; Buckner Boulevard and Elam Road; Buckner Boulevard and Chariot Drive/Moberly Lane; Harry Hines Boulevard and Regal Row/Burbank Street; John West Road and La Prada Drive/Big Town Boulevard; Corinth Street and South Ervay Street; and other related tasks - Criado & Associates, Inc., most highly qualified proposer of five - Not to exceed $342,449.85 - Financing: Coronavirus State and Local Fiscal Recovery Fund

BACKGROUND
This action will authorize a professional engineering services contract with Criado & Associates, Inc., for the design of traffic signals at six intersections and other related tasks.
The following signals will be designed with this contract:

Corinth Street and South Ervay Street 2
North Buckner Boulevard and Peavy Road 2, 7
Buckner Boulevard and Elam Road 5
Buckner Boulevard and Chariot Drive/Moberly Lane 7
John West Road and La Prada Drive/Big Town Boulevard 7
In August 2022, the City of Dallas released a Request for Proposals (RFP) through questionnaire to shortlisted firms for engineering services for traffic engineering and intelligent transportation systems services.
A three-member committee from the Department of Transportation reviewed and evaluated the proposals. The successful proposer was selected by the committee based on demonstrated competence and qualifications under the following criteria:
Experience and Capability 35 points
Responsiveness and Qualifications 30 points
Business Inclusion & Development Policy 15 points
Quality Assurance and Control 10 points
Current Projects and Litigations 10 points
Coronavirus State and Local Fiscal Recovery Funds are eligible within the Qualified Census Tract areas to improve various intersections to promote the safety of all right-of-way users including motorist, cyclists, and pedestrians.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 23, 2021, the City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.
On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act Funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 21-1590.
On September 28, 2022, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2022-23 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act Funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 22-1480.
