BACKGROUND
AECOM Technical Services, Inc. is a registered vendor with the City of Dallas and has an office within the corporate city limits of Dallas.
The West Dallas Gateway Project was included in the 2012 Bond Program. The project entails the construction of new street crossings under the Union Pacific Railroad (UPRR) tracks in West Dallas that will allow for planned street connections on Bataan Street, Herbert Street, and Amonette Street between Singleton Boulevard and Commerce Street.
On June 19, 2013, the City Council authorized an amendment to the City of Dallas Thoroughfare Plan to add these three street segments by Resolution No. 13-1041.
On January 8, 2014, the City Council authorized a professional services contract with URS Corporation for the engineering design of three new street crossings under the UPRR tracks at Bataan Street, Herbert Street and Amonette Street for the West Dallas Gateway Project, Phase I by Resolution No. 14-0117.
The design of the West Dallas Gateway Project is being administered in two phases. The Phase I design scope focused primarily on the development of street alignments for the three new thoroughfares. Other tasks in the Phase I design included a topographic survey, drainage analysis, construction cost estimate preparation, identifying utility conflicts, development of street cross-sections and pre-concept bridge designs for the new streets and conceptual layouts for the bridge underpasses at the UPRR tracks.
The Phase II design scope included the design of construction plans for the planned bridge underpasses at the UPRR tracks for the three crossings and the design of Bataan Street, Herbert Street and Amonette Street roadway connections between Singleton Boulevard and Commerce Street. The Phase II design scope also included drainage design for a detention pond with a submerged pump, landscaping, street lighting, water and wastewater improvements, a roundabout planned for the intersection of Bataan Street, Commerce Street and Fort Worth Avenue, and the design of combination sidewalk and bicycle paths on both sides of Beckley Avenue under the UPRR bridge.
The City submitted the conceptual plan to UPRR for review and approval of the proposed three underpass crossings at Bataan Street, Herbert Street, and Amonette Street roadway connections between Singleton Boulevard and Commerce Street in the Fall of 2018. After a period of reviews, UPRR informed the City that the proposed three underpass crossings would not be approved. After several coordination meetings with UPRR, it was agreed to revise the original project scope and to construct a single underpass under the railway Herbert Street. The improvement of Muncie Street will be added to the project scope to connect Amonette Street and Bataan Street to Herbert Street on the north side of the railroad right-of-way. The new underpass will be wider to accommodate four lanes of vehicular traffic, bike lanes, sidewalks, and parkway. There will be no improvements to Bataan Street and Amonette Street south of the railroad right-of-way nor will the proposed roundabout be part of the revised scope of the project.
This action will authorize Supplemental Agreement No. 8 to the engineering contract with AECOM Technical Services, Inc. for additional services for geotechnical investigation of the south railroad embankment, the relocation of the Browder crossover from its temporary location west of Sylvan Avenue to its final location west of Beckley Avenue and associated project management activities for these additional services for the West Dallas Gateway Project, Phase II.

On June 19, 2013, the City Council authorized an amendment to the City of Dallas Throughfare Plan to add Amonette Street, Herbert Street and Bataan Street between Singleton Boulevard and Commerce Street by Resolution No. 13-1041.
On January 8, 2014, City Council authorized a professional services contract with URS Corporation for West Dallas Gateway Project, Phase I by Resolution No. 14-0117.
On August 12, 2015, the City Council authorized approval of the recommended plan for the proposed alignment of Amonette Street from Singleton Boulevard to Akron Street, from its current alignment to the proposed alignment of Amonette Street by Resolution No. 15-1386.
On August 12, 2015, the City Council authorized approval of the recommended plan for the proposed alignment of Herbert Street from Singleton Boulevard to Akron Street, from its current alignment to the proposed alignment of Herbert Street by Resolution No. 15-1387.
On January 25, 2017, the City Council authorized approval of the recommended plan for the proposed alignment of Amonette Street from Akron Street to Commerce Street, new construction by Resolution No. 17-0194.
On January 25, 2017, the City Council authorized approval of the recommended plan for the proposed alignment of Bataan Street from Singleton Boulevard to the UPPR right-of-way, from its current alignment to the proposed alignment of Bataan Street, and Bataan Street from the UPRR right-of-way to Commerce Street, new construction by Resolution No. 17-0195.
On January 25, 2017, the City Council authorized approval of the recommended plan for the proposed alignment of Herbert Street from Akron Street to Commerce Street, new construction by Resolution No. 17-0196.
On August 9, 2017, the City Council authorized Supplemental Agreement No. 4 to the professional services contract for assignment of the contract from URS Corporation to AECOM Technical Services, Inc.; and additional engineering services to complete the design of three new street crossings under the Union Pacific Railroad tracks at Bataan, Herbert and Amonette Streets for the West Dallas Gateway Project, Phase II by Resolution No. 17-1169.
On December 9, 2020, the City Council authorized Supplemental Agreement No. 5 the professional services contract with AECOM Technical Services, Inc. for additional engineering services to complete the design of a new street crossing under the Union Pacific Railroad (UPRR) tracks at Herbert Street from Singleton Boulevard to Commerce Street; Muncie Street from Amonette Street to Bataan Street; Amonette Street from Broadway Avenue to Muncie Street; and Bataan Street from Broadway Avenue to Muncie Street for the West Dallas Gateway Project, Phase II by Resolution No. 20-1883.
