BACKGROUND
This action will authorize a construction services contract with Roadway Solutions, Inc., lowest responsible bidder of two, to construct new traffic signals at the intersection of Lancaster Road and Wheatland Road/Plaza Boulevard.
Initial bid specifications for this project were developed and publicly advertised on June 28, 2024. Two sealed bids were received and opened on July 19, 2024; however, the bids were rejected due to errors in both submissions resulting from discrepancies in the published solicitation.
The bid specifications were corrected and publicly re-advertised on August 23, 2024, for competitive bids associated with the Re-Bid - Bond Signals - Lancaster Road at Wheatland Road/Plaza Boulevard Project (CIZ24-TRN-3113). Bids were opened on September 13, 2024.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 23, 2021, the City Council authorized the acceptance of grant funds from the United States Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.
On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act funds from the United States Department of Treasury for the Coronavirus Local Fiscal Recovery Funds by Resolution No. 21-1590.
On February 28, 2024, the City Council authorized the transfer and reallocation of ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to the ARPA Redevelopment multi-year fund to provide assistance with completing projects by Resolution No. 24-0315.
On August 14, 2024, the City Council authorized the rejection of bids received for solicitation CIZ24-TRN-3093 - Bond Signals - Lancaster Road at Wheatland Road/Plaza Boulevard and the re-advertisement for new bids by Resolution No. 24-1126.
