Authorize a construction services contract for the construction of the Casa View Street Improvements Project - Gus Thomasson Road from Ferguson Road to Joaquin Drive and Ferguson Road from Joaquin Drive to San Medina Avenue - Estrada Concrete Company, LLC, lowest responsible bidder of five - Not to exceed $8,733,248.00 - Financing: 2023 Certificate of Obligation Fund ($7,949,288.00), Water Construction Fund ($578,145.00), and Wastewater Construction Fund ($205,815.00)

BACKGROUND
The Casa View Street Improvement Project was approved in the 2017 Bond Program for the construction of a Streetscape/Urban Design project on Gus Thomasson Road, from Ferguson Road to Joaquin Drive and Ferguson Road from Joaquin Drive to San Medina Avenue.
This action will authorize a construction services contract with Estrada Concrete Company, LLC for the construction of the Casa View Street Improvements Project - Gus Thomasson Road from Ferguson Road to Joaquin Drive and Ferguson Road from Joaquin Drive to San Medina Avenue.
The scope of the project will include replacing the existing deteriorating streets with reinforced concrete pavement, curb, gutter, sidewalk, driveway approaches, drainage improvements, streetscape/landscape, water and wastewater improvements, traffic signal and illumination, and other miscellaneous items necessary to complete the project in accordance with plans and specifications.
Estrada Concrete Company, LLC is a Hutchins-based corporation and is a registered vendor with the City of Dallas.

If this project group is not awarded for construction at this time, the roadways will continue to deteriorate causing additional pavement cracking and potholes to form, creating additional maintenance costs for the City and potential damages to vehicles utilizing the roadways. Field conditions may also change, which will require modifications to the engineering design plans, requiring additional funding and time to address.
