BACKGROUND

 

The federal off-system Highway Bridge Replacement and Rehabilitation Program is administered by TxDOT to replace or rehabilitate structurally deficient and functionally obsolete bridges located on public roads and streets off the designated state highway system.

 

The City of Dallas owns the bridge located at Jefferson Boulevard over Interstate Highway 30 and Trinity River (Route 179), National Bridge Inventory Structure No. 180570000911363, State Control-Section-Job (CSJ) No. 0918-47-512 (“Project”).

 

The Project is currently approved in the Highway Bridge Replacement and Rehabilitation Program, as authorized by the Texas Transportation Commission Minute Order No. 116522 dated August 16, 2023.

 

On June 11, 2025, the City Council authorized a request for waiver of the local match fund participation requirement for the Project to waive the City’s local cash match in exchange for the completion of an equivalent match project by Resolution No. 25-0928. The waiver request was approved by TxDOT on July 28, 2025.

 

TxDOT is the lead agency to complete the engineering and construction of the Project. Once all associated work is completed, TxDOT will issue a “Notification of Completion” to the City, and the City will accept full responsibility for the continued operation and maintenance of the bridge.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 11, 2025, the City Council authorized a request for waiver of the local match fund participation requirement on the following bridges to be replaced or rehabilitated under the federal off-system bridge program: Houston Street over IH-30 and Trinity River (CSJ No. 0918-47-511), and Jefferson Boulevard over IH-30 and Trinity River (CSJ No. 0918-47-512), by committing to perform or cause to be performed structural improvements to the bridge on State Highway 356 (Irving Boulevard) over Elm Fork of the Trinity River by Resolution No. 25-0928.
