BACKGROUND

 

The Jim Miller Pump Station, located at 5200 North Jim Miller Road in Dallas, Texas, is one of the largest and most critical pumping facilities in the Dallas Water Utilities Department potable water distribution system. The 20-million-gallon reservoir receives and stores water from the East Side Water Treatment Plant and supplies water to central, east, and north Dallas, as well as Pleasant Grove. The pump station was constructed in the 1950s, with the reservoir added in 1978, and a major expansion of the pump station was constructed in 1985. Much of the equipment in the station dates to the original construction and is inefficient and expensive to operate and maintain.

 

The Jim Miller Pump Station Improvements project includes construction of a new electrical building housing all new electrical gear. It also includes replacement of all major pumps, motors, valves, piping, instrumentation, controls equipment, and heating, ventilation, and air conditioning systems. A surge tank and screening wall will be added to protect against pressure surges, and the old electrical building will be refurbished into a new control room. Additionally, concrete repairs will be performed inside the reservoir. 

 

On June 22, 2022, the City Council authorized a construction services contract with Eagle Contracting, LLC for improvements to the Jim Miller Pump Station and Reservoir. The improvements when completed will bring the pump station up to current building codes and design standards, with a focus on mitigating surge, increasing efficiency, improving site security, and extending the service life of the pump station and reservoir.

 

 

On April 23, 2025, the City Council authorized an increase to the construction services contract with Eagle Contracting, LLC, for additional reservoir cleaning, crack injection and expansion joint replacement and demolition of a yard valve, repairs to the grout in the discharge piping, along with miscellaneous electrical and instrumentation improvements that were identified during construction.

 

This action will authorize an increase in the construction services contract with Eagle Contracting, LLC for the completion of the additional work at Everglade Park impacted by construction including trail, landscape, and parking improvements, reservoir collar repairs, and a new access manway on the discharge header’s east end. Additionally, it includes operational improvements and technical modifications to enhance the pump station’s functionality and safety systems, such as the fire alarm system upgrades to meet current building codes.

On April 23, 2025, the City Council authorized an increase in the construction services contract with Eagle Contracting, LLC for additional work at the Jim Miller Pump Station and Reservoir by Resolution No. 25-0621.
