Authorize a construction services contract to reconstruct two traffic signals at Hampton Road at Leath Street and Ferndale Road at Walnut Hill Lane and construct one new traffic signal at Old Seagoville Road at North Masters Drive - Texas Standard Construction, Ltd., lowest responsible bidder of three - Not to exceed $1,588,582.65 - Financing: TxDOT RTR SH-121 22 Traffic Signals Grant Fund ($381,818.00), Transportation Special Projects Fund ($120,000.00), and Street and Transportation (A) Fund (2017 General Obligation Bond Fund) ($1,086,764.65)

BACKGROUND
Bid specifications were developed and publicly advertised on September 12, 2025, for competitive bids associated with the Three Intersections New Construction/Reconstruction Project (CIZ25-TRN-3193). Bids were opened on September 26, 2025.

This action will authorize a construction services contract with Texas Standard Construction, Ltd. to reconstruct two traffic signals at Hampton Road at Leath Street and Ferndale Road at Walnut Hill Lane and construct one new traffic signal at Old Seagoville Road at North Masters Drive.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 9, 2022, the City Council authorized an Interlocal Agreement with the Richardson Independent School District for contribution of funds towards the traffic signal installation at Walnut Hill Lane and Ferndale Road to address planned improvements to Lake Highlands Junior High School site, in an amount not exceed $120,000.00, by Resolution No. 22-0452.
On April 9, 2025, the City Council authorized an Advance Funding Agreement with the Texas Department of Transportation (TxDOT) for a Regional Toll Revenue (RTR) State Highway (SH) 121 toll project (Agreement No. CSJ 0918-47-522) in the amount of $8,400,000.00 as State contribution from the SH 121 Subaccount with no local match for a traffic signal construction project to construct 22 traffic signals at various locations in the city of Dallas including: on Hampton Road at Leath Street, Perryton Drive, Dennison Street, West Commerce Street, Colorado Boulevard, Plymouth Road, 12th Street, Wright Street, and Red Bird Lane; on Lancaster Road at Elmore Avenue, Saner Avenue, Corning Avenue, Kiest Boulevard, Oakley Avenue, Fordham Road, Ann Arbor Avenue, Mentor Avenue, Atlas Drive, 52nd Street, and Shellhorse Drive; and on South Denley Drive at Illinois Avenue and East Ledbetter Drive by Resolution No. 25-0571.
