Title
Authorize an increase to the twenty-four-month construction services contract for sidewalk and barrier free ramp installation paving services with Estrada Concrete Company, LLC to extend the contract for an additional twelve months from the original period April 15, 2019 to April 15, 2021, now to extend to April 15, 2022 - Not to exceed $608,181.25, from $2,432,725.00 to $3,040,906.25 - Financing: Street and Transportation Improvements Fund (2012 General Obligation Bond Fund)

BACKGROUND
On March 27, 2019, City Council authorized a twenty-four-month contract for the 2019 Sidewalk and Barrier Free Ramp Improvements Program that includes water and wastewater adjustments in Service Maintenance Areas 1 and 2, by Resolution No. 19-0407.
This action will authorize an increase to extend the existing twenty-four-month contract with Estrada Concrete Company, LLC for an additional twelve months, which will now end on April 15, 2022, to continue providing sidewalk and barrier free ramp installation paving services for the Sidewalk Replacement Program. The extension is granted due to the contractor’s outstanding performance and the agreement to continue using the original contract bid rates.
The installation of sidewalks and barrier free ramps throughout the city is required to ensure the City of Dallas’ compliance with the American with Disabilities Act (ADA). Title II of the ADA specifically applies to state and local governments and stipulates that no qualified individual with a disability shall, by such disability be excluded from participation in or be denied the benefits of the services, programs or activities of a public entity, or be subject to discrimination by any public entity.
The projects being implemented with Change Order No.1 (this action) include: Military Parkway (north side) from Existing Drive west of Pleasant Drive to North Prairie Creek Road, Masters Drive from Elam Road to Big Thicket Drive, C.F. Hawn Freeway (northeast side) from Elam Road to Buckner Boulevard, Kiest Boulevard (west side leave outs) from Van Cleave Drive to Southerland Avenue, South Corinth Street (leave outs) from Berwick Avenue to Morrell Avenue, and other locations to be determined in Service Maintenance Areas 1 and 2. These projects will be constructed with funds from the 2012 Bond Program.
