Authorize professional services contracts with three consulting firms to provide engineering services for flood management, erosion control and storm drainage improvements at 13 locations (list attached to the Agenda Information Sheet) - Consor North America, Inc. dba Consor Engineers, in an amount not to exceed $1,208,709.00, HDR Engineering, Inc. dba HDR, Inc., in an amount not to exceed $1,025,668.88, and IEA, Inc., in an amount not to exceed $803,500.93 - Total not to exceed $3,037,878.81 - Financing: Storm Drainage Management Capital Construction Fund ($1,775,636.47) and Flood Protection and Storm Drainage (C) Fund (2024 General Obligation Bond Fund) ($1,262,242.34)

BACKGROUND
The City of Dallas has identified areas across the city requiring flood management, erosion control and storm drainage improvements to address flooding, channel erosion and strengthen infrastructure due to structural deterioration. These areas were identified to have inadequate infrastructure to limit flooding and erosion impacts and require engineering evaluations and design for infrastructure improvements. This action will authorize professional services contracts with Consor North America, Inc. dba Consor Engineers, HDR Engineering, Inc. dba HDR, Inc., and IEA, Inc. to provide engineering services for flood management, erosion control and storm drainage improvements at 13 locations.
The locations included in the three contracts are Crestview East Addition No. 2 (Beechmont 2779) Drainage Relief System, Bruton Terrace Estates Storm Drainage Relief, Atlanta Street from South Boulevard to MLK Jr. Boulevard, Estes Branch Channel Improvements (2704 Mossglen), Hickory Creek Floodplain Management Study, Meadow Lake Avenue 7102 and Westlake 7203, Reinhart Branch Flood Management Study Update, Sanford Avenue Relief System (Little Forest Hill) Phase 2, Yosemite 6664, Plano Parkway 8800, Spring Valley Road 8444, North Central Expressway Southbound 13339, and Spring Grove Avenue 13300 Block. These locations include both 2024 Bond projects and Dallas Water Utilities Storm Drainage Management capital improvement projects.
Engineering services associated with these three contracts will include the evaluation and design for the replacement of aging drainage infrastructure, storm drainage improvements, channel stabilization and erosion control measures. The scope of the contracts include project management, topographic and boundary surveys, easement document preparation, environmental permitting, subsurface utility exploration, geotechnical investigations, structural analysis, hydraulic analysis, and development of conceptual and final construction plans and special specifications.
For Atlanta Street from South Boulevard to MLK Jr. Boulevard, Bruton Terrace Estate Storm Drainage Relief, Sanford Avenue Relief System (Little Forest Hill) Phase 2, Plano Parkway 8800, Meadow Lake Avenue 7102 and Westlake 7203, Crestview East Addition No. 2 (Beechmont 2779) Drainage Relief System, and Spring Grove 13300 Block, the projects include the evaluation and design of storm drainage and drainage relief improvements to increase drainage capacity, enhance stormwater conveyance and reduce flood risk. The Estes Branch Channel Improvements (2704 Mossglen) include the study and design of channel improvements to improve drainage capacity, reduce erosion, and enhance channel stability. The Hickory Creek Floodplain Management Study includes the development of a comprehensive floodplain management study with updated flood mapping and recommendations to reduce flood risk, and the Reinhart Branch Flood Management Study Update will identify potential capital projects that address flooding, drainage, and erosion in the area. Erosion control improvements are planned at two locations near 8444 Spring Valley Road and 13339 North Central Expressway Southbound. The scope of services at these locations includes site investigation and design of erosion control improvements to stabilize Cottonwood Creek and protect infrastructure.
The Yosemite 6664 Project includes an engineering study to evaluate and improve storm drainage capacity before a defined scope of improvements can be developed. This location will require a future supplemental agreement for final design services after a feasible and cost-effective solution is determined.
The three consulting firms were selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-05 procurement guidelines.
