Body
BACKGROUND
SCGD is federally mandated by the Older Americans Act, Title VII, Chapter. They have served older adults in the Dallas area for 62 years. The mission of SCGD is to enhance the overall quality of life and empower all older adults in greater Dallas to thrive. This is accomplished through advocacy efforts of volunteer and paid certified ombudsmen who respond to long-term care residents’ requests for assistance with complaints and concerns. Nursing home and assisted living monitoring by certified ombudsmen include observation, research and investigation of concerns. The Ombudsman Program is also a resource for residents and families searching for a long-term care facility. The program provides training to nursing home and assisted living staff, as well as resident and family councils, on residents’ rights, the role of the ombudsman, abuse and neglect, and reducing restraint use.
On November 7, 2023, the first amendment to the contract was authorized by Administrative Action No. 23-6549.
Staff Ombudsmen are currently serving residents in thirty-one (31) nursing homes and three (3) assisted living facilities located within the City of Dallas (Attachment A). FY23-24 program accomplishments are listed in Attachment B.
The additional funding approved by this item will allow SCGD to provide assistance to 1,000 more seniors during the contract term.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On November 9, 2022, the City Council authorized a one-year service contract with SCGD, sole source, with two one-year renewal options to administer the Senior Services Ombudsman Program by providing nursing home ombudsman, which includes receiving, investigating and resolving complaints and assisting in obtaining goods or services for seniors residing in nursing homes and assisted living facilities within the city of Dallas for the period November 9, 2022 through November 8, 2023, by Resolution No. 22-168.
The Quality of Life, Arts, and Culture Committee was briefed by memorandum regarding this matter on September 16, 2024. <https://cityofdallas.legistar.com/View.ashx?M=F&ID=13307052&GUID=A4BCD73E-3240-43AB-ACAF-3572E8FEB1E1>
