BACKGROUND

 

The emergency back-up generator system at Dallas City Hall is responsible for ensuring continued operations of essential functions in the event of power outages.  It supports critical functions for the 911 Call Center and the Data Center as well as providing emergency lighting throughout the building.  The generators that are currently serving City Hall were manufactured between 1974 and 1995 and all have exceeded their anticipated equipment lifecycle. 

 

In July 2024, the City of Dallas through the Building Services Department (now named Department of Facilities and Real Estate Management) released a Request for Proposals (RFPs) through CIZ24-BSD-3097 for architectural and engineering design and construction administration services for the replacement and modernization of the emergency back-up generators at Dallas City Hall.  Vendors from the Department of Aviation’s pre-qualified list of consultants, Solicitation No. CIZ23-AVI-2097, were invited to submit proposals. 

 

A five-person selection committee comprised of staff from the Building Services Department, the Office of Bond and Construction Management, Park & Recreation Department and the Office of Procurement Services’ Business Enterprise Hub reviewed and evaluated the proposals.

 

The selection committee reviewed submittals and made their selection based on demonstrated competence and qualifications under the following criteria:

On February 28, 2024, the City Council authorized the transfer and reallocation of ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to the ARPA Redevelopment multi-year fund to provide assistance with completing projects by Resolution No. 24-0315.
