Title
Authorize the (1) acceptance of two grants from the Texas Veterans Commission (TVC) Fund for (a) the TVC Veteran Treatment Court Program (Grant No. VTC25-V-003) in the amount of $50,000.00 for continuation of the South Oak Cliff Veterans Treatment Court Program; and (b) the TVC General Assistance Program (Grant No. GEN25-F-056) in the amount of $180,000.00 to further support veterans and their families, for the period July 1, 2025 through August 31, 2026; (2) establishment of appropriations in an amount not to exceed $50,000.00 in the TVC FY25-26 Veteran Treatment Court Grant Fund and in an amount not to exceed $180,000.00 in the TVC FY25-26 General Assistance Program Grant Fund; (3) receipt and deposit of funds in an amount not to exceed $50,000.00 in the TVC FY25-26 Veteran Treatment Court Grant Fund and in an amount not to exceed $180,000.00 in the TVC FY25-26 General Assistance Program Grant Fund; and (4) execution of the grant agreements with the Texas Veterans Commission and all terms, conditions and documents required by the agreements - Total not to exceed $230,000.00 - Financing: TVC FY25-26 Veteran Treatment Court Grant Fund ($50,000.00) and TVC FY25-26 General Assistance Program Grant Fund ($180,000.00)

BACKGROUND
This item will authorize the acceptance and execution of two grants from the Texas Veterans Commission (TVC) Fund - (Grant No. VTC25-V-003) in the amount of $50,000.00 for continuation of the South Oak Cliff Veterans Treatment Court Program and (Grant No. GEN25-F-056) in the amount of $180,000.00 for a General Assistance Program to further support veterans and their families. The Commission awarded the City two grants with the project period from July 1, 2025 through August 31, 2026.
The South Oak Cliff Veterans Treatment Court seeks to identify veterans with a substance use disorder and/or a co-occurring mental health disorder who have at least one unadjudicated City of Dallas citation. Eligible veterans who agree to participate in the veteran’s court program will be assessed, assigned a case manager, and referred to services such as alcohol/drug treatment, recovery support services, and general support services. Upon successful completion of the program, their citations are dismissed.
The TVC grant funds are made available during the 2025-26 fiscal year and partially during the 2024-25 fiscal year and enable the city to offer direct services, including housing, utility, and transportation assistance to veterans participating in the treatment court. However, the TVC General Assistance Program grant allows services to eligible veterans even if they do not have a municipal citation which, in turn, increases the number of eligible veterans the City can serve.
TVC has awarded the City $50,000.00 in support of the South Oak Cliff Veterans’ Treatment Court Program and $180,000.00 in support of a General Assistance Program.

On June 24, 2020, the City Council authorized the acceptance of the 2020-21 Veterans Treatment Court Grant from the Texas Veterans Commission Fund for Veterans' Assistance for continuation of the South Oak Cliff Community Court to include the South Oak Cliff Veterans Treatment Court Project for the period July 1, 2020 through June 30, 2021; and execution of the grant agreement and all terms, conditions, and documents required by the grant by Resolution No. 20-0964.
On June 23, 2021, the City Council authorized the acceptance of the 2021-22 Veterans Treatment Court Grant from the Texas Veterans Commission Fund for Veterans' Assistance for continuation of the South Oak Cliff Community Court to include the South Oak Cliff Veterans Treatment Court Project for the period July 1, 2021 through June 30, 2022; and execution of the grant agreement and all terms, conditions, and documents required by the grant by Resolution No. 21-1150.
On June 22, 2022, the City Council authorized the acceptance of the 2022-23 Veterans Treatment Court Grant from the Texas Veterans Commission Fund for Veterans' Assistance for continuation of the South Oak Cliff Community Court to include the South Oak Cliff Veterans Treatment Court Project for the period July 1, 2022 through June 30, 2023; and execution of the grant agreement and all terms, conditions, and documents required by the grant by Resolution No. 22-0940.
On June 28, 2023, the City Council authorized the acceptance of the 2023-24 Veterans Treatment Court Grant from the Texas Veterans Commission Fund for Veterans' Assistance for continuation of the South Oak Cliff Community Court to include the South Oak Cliff Veterans Treatment Court Project for the period July 1, 2023 through June 30, 2024; and execution of the grant agreement and all terms, conditions, and documents required by the grant by Resolution No. 23-0865.
On June 26, 2024, the City Council authorized the acceptance of the Texas Veterans Commission Fund for Veterans' Assistance (Grant No. VCT24-V-023) for continuation of the South Oak Cliff Community Court to include the South Oak Cliff Veterans Treatment Court Project for the period July 1, 2024 through June 30, 2025; and execution of the grant agreement with the Texas Veterans Commission and all terms, conditions and documents required by the agreement by Resolution No. 24-0907.
