BACKGROUND
This action does not encumber funds; the purpose of a services agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations.
This sole source services agreement will provide for an intelligence management SaaS software platform, Intelligence Request and Information System (IRIS), from IRIS Intel, Inc. dba IRIS for the Dallas Police Department (DPD). IRIS is a secure, cloud-based platform designed to streamline intelligence workflows and interagency communication. The platform replaces email-based requests for information handling with a centralized, encrypted system that supports real-time assignment, tracking, and dissemination of intelligence products. IRIS is hosted in Microsoft Azure’s Government Cloud and meets all CJIS compliance standards. The Enterprise Package includes initial training and integration, unlimited user and guest accounts, customizable request types, and full audit capabilities. The system is accessible via any web-enabled device, including mobile, and requires no hardware installation.
IRIS is currently deployed in multiple jurisdictions, including Amarillo Police Department (PD), Coral Gables PD, and several Florida counties. Agencies report measurable gains in efficiency, improved data security, and enhanced operational coordination. The Fusion Center anticipates significant time savings for analysts and detectives, improved visibility into intelligence priorities, and reduced risk of data breach.
