BACKGROUND

 

The Texas Department of Transportation (TxDOT) is administering the 2025 Transportation Alternatives Set-Aside Program Call for Projects making approximately $250,000,000.00 available in federal funds to communities state-wide. The program provides funding to plan for and construct a variety of alternative transportation projects that improve safety and mobility for non-motorized travelers and mitigate congestion.

 

The Dallas Area Rapid Transit (DART), in coordination with the North Central Texas Council of Governments, intends to submit an application to TxDOT’s Call for Projects to construct the remaining unfunded sections of the Cotton Belt Trail in the North Lake (Cypress Waters) area of Dallas, the City of Coppell, City of Carrollton, and Town of Addison providing a critical link in the overall Cotton Belt Trail corridor project that is pending construction. A resolution in support of the application is required by TxDOT from the participating cities.

 

The deadline for applications is June 20, 2025.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On May 15, 2025, the Park and Recreation Board approved a resolution in support of an application for the Texas Department of Transportation (TxDOT) 2025 Transportation Alternatives Set-Aside Program Call for Projects to be submitted by Dallas Area Rapid Transit (DART) for the Cotton Belt Trail.

 

 

FISCAL INFORMATION

 

This item has no cost consideration to the City. The Cotton Belt Trail Project will utilize grant funds received as a result of a successful application to the Transportation Alternatives Set-Aside Call for Projects and construction will be administered by DART. A minimum twenty-percent local funding match is required for each project and the City of Dallas’ match requirement will be met through the use of Transportation Development Credits and funding from Dallas County.
