BACKGROUND

 

Fire Station No. 43 is an approximately 8,648 square feet, three-bay, single-story facility originally constructed in 1958. For more than six decades, the station has served as a critical public safety asset for the surrounding community, providing fire suppression, emergency medical response, and related emergency services. Although the station is located within a predominantly residential area, a significant portion of its emergency response activity is generated by nearby commercial establishments, including small businesses, restaurants, and nightclubs concentrated along Harry Hines Boulevard corridor commonly referred to as “the strip.” The high volume and diverse nature of emergency calls in this area place substantial operational demands on the facility and its personnel.

After 68 years of continuous service, the existing station has exceeded its intended useful life and no longer adequately supports modern fire-rescue operations, emergency response requirements, or current building standards. Aging building systems, space limitations, and outdated infrastructure impact operational efficiency and limit the station’s ability to effectively accommodate contemporary firefighting apparatus, equipment, and evolving emergency medical service functions. Additionally, the facility was designed prior to modern health and safety standards for fire stations, including considerations related to firefighter wellness, decontamination, gender accommodations, and separation of living quarters from apparatus exhaust and contaminants.

Replacement of Fire Station No. 43 is necessary to ensure the continued delivery of reliable and efficient emergency services to the surrounding community and commercial corridor. The replacement facility is designed to meet the modern public safety infrastructure standards, emphasizing operational longevity, resiliency, sustainability, and firefighter health and wellness. Key design elements include a high-performance “sealed envelope” building design and enhanced heating, ventilation, and air conditioning (HVAC) systems intended to maximize energy efficiency and operational savings, as well as the implementation of digital and Voice over Internet Protocol architecture to support modern communications and streaming-ready infrastructure.

The planned scope of services for the Fire Station No. 43 Replacement Facility includes, but is not limited to, the following elements:

                     Design and integration of advanced exhaust extraction systems and “Red Zone” decontamination areas to support firefighter wellness and minimize exposure to carcinogens and contaminants

                     Specification of high-durability apparatus bay flooring designed to withstand the demands of heavy emergency response vehicles and daily operations

                     Compliance with the City’s Comprehensive Environmental and Climate Action Plan and pursuit of Leadership in Energy and Environmental Design Gold certification standards

                     Integration of high-performance architecture glazing systems with no operable windows to improve building performance and HVAC efficiency

                     Preparation and incorporation of Environmental Product Declarations and Health Product Declarations documentation to support sustainable and health-conscious material selection practices

The proposed replacement station will provide modernized operational spaces, improved safety features, enhanced resiliency, and infrastructure designed to support current and future service demands. The project will improve the overall health, safety, and quality of life for firefighters and Emergency Medical Services personnel assigned to the station while reinforcing the City’s long-term commitment to public safety.

On May 4, 2024, Dallas voters approved Proposition F of the 2024 General Obligation Bond Program, which provides funding for the replacement of Fire Station No. 43, currently located at 2844 Lombardy Lane. The inclusion of this project within the 2024 Bond Program identified the replacement of the facility as a high-priority public safety infrastructure investment and reflects the City’s continued commitment to strengthening emergency response capabilities, supporting first responders, and investing in facilities that protect the health, safety and welfare of Dallas residents and visitors.

Brown Reynolds Watford Architects, Inc. was selected following a two-step qualifications-based selection process in accordance with the City of Dallas and the State of Texas procurement guidelines.

This action authorizes a design services contract with Brown Reynolds Watford Architects, Inc. for architectural and engineering design, bid advertisement support, construction administration and warranty support services for the Fire Station No. 43 Replacement Facility, to be located at 2960 Lombardy Lane.

On February 14, 2024, the City Council authorized ordering a May 2024 Bond Election to fund a variety of capital improvement projects citywide by Resolution No. 24-0280; Ordinance No. 32658.

 

On May 15, 2024, the City Council authorized and adopted the canvassing committee's report for the May 4, 2024, Bond Election, certifying the election results and declaring that a majority of voters supported all bond propositions by Resolution No. 24-0695; Ordinance No. 32658.

PROCUREMENT INFORMATION

 

A Request For Qualifications (CIZ24-BCM-3215) was issued on January 21, 2026. On February 13, 2026, ten Qualifications Statements were received in response to the Request for Qualifications.

Following the review of the submitted Qualifications Statements, short-listed candidates were recommended and Request for Proposals (CIZ25-BCM-3215(a)) was issued to three (3) most-qualified Candidates on March 4, 2026. The Candidates were:

Following Proposal submissions by the three Candidates on April 3, 2026, and following independent review and evaluation of each Candidate’s submittal and interview performance, the Evaluation Committee members ranked the proposals on April 17, 2026. The resulting cumulative ranking determined Brown Reynolds Watford Architects, Inc. to be the highest-ranked proposal.
