Title
A public hearing to receive comments on proposed amendment of the Project Plan and Reinvestment Zone Financing Plan (“Plan”) for Tax Increment Reinvestment Zone Number Eighteen, the Maple/Mockingbird Tax Increment Financing District (“Zone”) to: (1) increase the geographic area of the Zone by approximately 9.3 acres to add the property currently addressed as 1545 West Mockingbird Lane; (2) make corresponding modifications to the Zone’s boundary and Plan; and (3) include findings that (a) vacant and underutilized property in the proposed expansion area substantially arrests or impairs the sound growth of the City, (b) development or redevelopment in the proposed expansion area will likely not occur solely through private investment in the foreseeable future, and (c) inclusion of the proposed expansion area will have an overall benefit to, and further the purposes of, the Zone; and, at the close of the public hearing, consider an ordinance amending Ordinance No. 27435, previously approved on December 10, 2008, as amended, and Ordinance No. 27690, previously approved on September 23, 2009, to reflect these amendments - Financing: No cost consideration to the City

BACKGROUND
The Maple/Mockingbird TIF District (“TIF District” or “Zone”) was established by the City Council in December 2008 to serve as a long-term tool to support redevelopment of the area southwest of Dallas Love Field Airport.
On September 23, 2009, the City Council authorized the TIF District’s Plan by Resolution No. 09-2362; Ordinance No. 27690. The TIF District is scheduled to sunset on December 31, 2033 or earlier if the TIF District’s budget of $27.8 million net present value (approximately $52.5 million total dollars) is collected before December 31, 2033.
This proposed Plan amendment proposes to expand the Zone by approximately 9.3 acres by adding the vacant property addressed as 1545 Mockingbird Lane. The proposed Plan amendment enables the TIF District to provide TIF District funding assistance to an important mixed-use and mixed-income development project proposed at 1545 Mockingbird. The proposed Plan amendment would increase the TIF District’s geographic size by less than 2 percent. No amendments of the TIF District budget or term are proposed.
Pursuant to the Texas Tax Code, Chapter 311, as amended, the Tax Increment Financing Act (“Act”), a public hearing is required if the boundary of an existing TIF district is proposed to be increased or decreased, the amount of bond indebtedness is proposed to increase or decrease, the percentage of a tax increment to be contributed by a taxing unit is proposed to increase or decrease, the total estimated project costs is proposed to increase, or additional property within the TIF District is designated to be acquired by the City.
According to the Dallas Central Appraisal District (DCAD), the 2025 certified taxable value of the real property proposed to be added to the TIF District is $7,320,000.00. Proposed changes to the Plan are minor and include updating the boundary and other maps as necessary and modifying the estimated base year value of the TIF District from $184,005,009.00 to $191,325,009.00 to reflect the added real property. The base year value may be adjusted based on final DCAD 2025 values and any corrections.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 10, 2008, the City Council held a public hearing and authorized establishment of Tax Increment Reinvestment Zone Number Eighteen to be known as the Maple/Mockingbird TIF District by Resolution No. 08-3398; Ordinance No. 27435, as amended.
On September 23, 2009, the City Council approved (1) the Project Plan and Reinvestment Zone Financing Plan for the Maple/Mockingbird TIF District and (2) a participation agreement with Dallas County for the Maple/Mockingbird TIF District by Resolution No. 09-2362; Ordinance No. 27690.
On April 28, 2026, the Maple/Mockingbird TIF District Board of Directors reviewed and unanimously recommended approval of the proposed amendment of the Plan to add approximately 9.3 acres of real property addressed as 1545 West Mockingbird Lane to the TIF District.

On May 13, 2026, the City Council authorized a public hearing to be held on May 27, 2026 to receive public comments on the proposed amendment of the Plan by Resolution No. 26-0801.
