Authorize a work order under the existing Job Order Contract, previously approved on January 12, 2022, by Resolution No. 22-0116, for construction services with Chamberlin Dallas, LLC for the replacement of two of the three sections of roof at the Jack Evans Police Headquarters located at 1400 Botham Jean Boulevard - Not to exceed $1,272,926.00 - Financing: Capital Construction Fund (subject to annual appropriations)

BACKGROUND
The Jack Evans Police Headquarters was constructed over 20 years ago and the roofs have reached the end of warranty and their useful life. The roofs’ coating and membranes have sun damage and weathering effects resulting in deterioration that allows water infiltration into the building. In addition, there are window frames, lintels and building joints with deteriorated sealant that need replacement. After assessment, it has been recommended that the two of the three sections of roof be replaced immediately and waterproofing be repaired on paved roof sections, window frames, wall joints, and counter flashing systems. The third section of roof is currently in better condition and will be scheduled for replacement upon budget availability.
Job Order Contracting (JOC) is an alternative contracting method that provides an option to address construction, repair, rehabilitation, and alterations at City owned buildings provided by Texas Local Government Code, Section §271.120 added by Acts 2001, 77th Legislature, chapter 1409, §5, effective September 1, 2001. Job orders exceeding $500,000.00 must be approved by the City Council, stipulated by Texas Local Government Code, Section §2269.403 added by Acts 2011, 82nd Legislature, chapter 1129, §2.08 effective September 1, 2011.
This action will authorize a work order with Chamberlin Dallas LLC for the replacement of two of the three sections of roof at the Jack Evans Police Headquarters in an amount up to $1,272,926.00 to be funded through the Capital Construction Fund.

On January 12, 2022, the City Council authorized a two-year contract, with two one-year renewal options with Chamberlin Dallas, LLC for Job Order Contracting services for waterproofing and roofing repairs, replacements, alterations and improvements with Chamberlin Dallas, LLC, through The Interlocal Purchasing System Contract No. 21060302, in an amount not to exceed $4,000,000.00, by Resolution No. 22-0116.
