Body
BACKGROUND
This item will authorize a professional services contract with International Cybernetics Company, LP d/b/a IMS Infrastructure Management Services, to perform right-of-way pavement and sidewalk data acquisition and analysis, through the North Texas Share Cooperative Purchasing Program.
The scope of this contract authorizes the collection and analysis of distresses on the City of Dallas’ street and sidewalk assets as well as pavement conditions including providing a full assessment of the more than 11,700-lane mile street system. The condition assessments are critical in the process of making repair recommendations using sound data in identifying appropriate maintenance strategies, refining the annual City of Dallas Needs Inventory, and updating the Infrastructure Management Program, and the Sidewalk Master Plan. The information delivered as part of this contract will reset the City’s Pavement Condition Index (PCI) and the metric used to gauge the health of city streets.
The North Texas Share Cooperative Program procurement process complies with applicable Texas competitive bidding statutes and all other established regulations regarding contract and procurement proceedings and has identified and entered into contracts with six vendors for Pavement Analysis Services by Master Services Agreement No. 2022-063. In 2023, IMS Infrastructure Management Services completed a pavement and sidewalk data acquisition and analysis survey for the Department of Public Works, therefore, staff recommends no change in data collection methodologies currently utilized in order to maintain consistencies in future indexing; new methods may negatively impact established data collection criteria used in quantifying pavement conditions, and ultimately PCI reporting while staff explores converting over to ASTM D6433 and ASTM E3303 Data Dictionary designation standards, which allows more flexibility, repeatability, and reporting consistencies.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 12, 2022, the City Council authorized a professional services contract with IMS Infrastructure Management Services, LP, to perform pavement and sidewalk data acquisition and analysis, through the North Texas Share Cooperative Purchasing Program.
