Authorize a three-year sole source services agreement for an open-source intelligence solution and data analysis platform for the Dallas Police Department - Skopenow, Inc., sole source - Not to exceed $299,999.58 - Financing: FY 2024 BJA OJP Byrne Discretionary Grant Program Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a services agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This sole source services agreement will provide access to an open-source intelligence solution and data analysis platform, Skopenow, Inc. to assist with public safety threats, domestic violent extremism, and gang violence investigations. The integration of Skopenow, Inc.’s platform represents a groundbreaking merging of technology in the field of open-source intelligence and data analysis. The unique combination offers a comprehensive solution that addresses the multifaceted needs of modern investigative practices. Within Skopenow, Inc.’s platform, Grid grants access to the following unique data types: armed conflict, blockchain nodes, compromised IP ports, concerts, electrical outages, fire, gang territory, internet outages, local news, missing children, national news, natural disaster, non-locational news, nuclear reactors, satellite, sex offenders, social media, sporting events, terrorism, weather, webcams, outbreaks, human trafficking, trends, location based news, traffic incidents, historical speed data, traffic information, insurance fraud, crime data, large events, environmental hazards, dark web (list builder), cyber threat intelligence, weather, airplane traffic, and maritime traffic.
The Skopenow, Inc. platform will support the other data platforms utilized by the Fusion Center for investigative purposes. The platform will assist in driving the efficiency of the investigations by using the platform’s comprehensive search algorithms. The Skopenow, Inc. platform is compliant and supports 28 CFR Part 23 federal standards Fusion Centers are required to follow.
