Authorize a professional services contract with Gupta & Assoc. Inc., to provide engineering services associated with the preparation of a comprehensive strategic plan to standardize and enhance the Supervisory Control and Data Acquisition systems for the Dallas Water Utilities Department Water Treatment Facilities - Not to exceed $1,916,897.80 - Financing: Water Construction Fund ($1,000,000.00), Water Capital Improvement G Fund ($716,897.80) and Water Capital Improvement F Fund ($200,000.00)

BACKGROUND
The Dallas Water Utilities Department (DWU) provides treated drinking water services to 2.6 million customers in the City of Dallas and neighboring communities. DWU operates three water treatment plants (WTPs): Bachman WTP, Elm Fork WTP, and Eastside WTP. Water Treatment staff also operate pump stations located at Lake Ray Hubbard, Lake Tawakoni, and Lake Fork and maintain and operate the Lake Ray Hubbard Reservoir including Forney Dam.
In May 2024, DWU completed the Water Production Facilities Strategic Plan to assess current and future needs and to prioritize those needs within DWU’s existing capital program. The study recommended and prioritized various improvements to meet regulatory, growth, and maintenance and renewal needs. One major recommendation was to develop a Supervisory Control and Data Acquisition (SCADA) Master Plan to improve standardization and enhance SCADA systems reliability with the latest technology and standards across DWU’s water treatment facilities.
This action authorizes Gupta & Assoc. Inc., to perform engineering services associated with preparing an assessment and comprehensive strategic plan to standardize and enhance the SCADA systems for the DWU Water Treatment Facilities. The scope of services includes documentation of existing SCADA systems at each facility; establishing standards; documenting functional objectives and requirements; performing a gap analysis; identifying budget, schedule and resources; and providing an implementation plan that includes the prioritization of recommended projects and capital planning.
The consulting firm for this project was selected following a qualifications-based selection process in accordance with the City of Dallas Administrative Directive 4-05 procurement guidelines.
