BACKGROUND

 

This item, on behalf of the Department of Convention and Event Services, authorizes an eight-month lease agreement with CCH Lamar Partners I, LP, for approximately 113,983 square feet of land located at 840 and 944 South Lamar Street. This lease will provide truck staging and marshaling for the FIFA World Cup and for use by FIFA related broadcasting staff and city staff where necessary during the FIFA World Cup.

 

On January 10, 2018, the City Council passed a resolution authorizing the City Manager to negotiate and enter into a Host City Agreement with the Federation de Internationale de Football Association (FIFA) to serve as a host city for FIFA World Cup 2026. After negotiations and tours, the City of Dallas was named the host city for FIFA World Cup 2026 by FIFA on a live broadcast from New York City in June 2022.

 

In February 2024, the Kay Bailey Hutchison Convention Center Dallas (“KBHCCD”) was shortlisted to host the International Broadcast center for FIFA World Cup for potentially eight months in 2026. Oak View Group 360 (“OVG360”) began negotiating with FIFA on the terms of a use contract for the KBHCCD. Some of the items requested as part of the negotiations fell outside of OVG360’s contract with the City of Dallas. As such, the City was required to enter into a joinder agreement to deliver those capital, perimeter and other needs requested by FIFA. On June 26, 2024, the City Council authorized the City manager to participate in the negotiations and negotiate a joinder to the use contract, and to submit the final terms of the City’s joinder to the City Council for approval.

 

Negotiations were completed and the City Manager sought City Council approval of the final terms of the City’s joinder to use the contract for the City to perform some of the federation’s additional requests that are not within OVG360’s KBHCCD Management Contract. These additional requests include: ensuring a watertight roof and related drainage projects; any modifications required to ensure adequate climate control for Parking Level G if utilized as an exhibit hall; installation of temporary cargo lifts to expediate the setup and movement of equipment between levels 1 and 2 of the KBHCCD; any modifications required regarding power sourcing; and any other infrastructure improvements to meet the IBC Site Fundamentals, if not covered by the OVG360.

 

In October 2024, the City of Dallas, serving as the Host City Authority, entered into a Joinder agreement with the North Texas FWC Organizing Committee (the Hosting SPV), in order for the Hosting SPV to exercise the rights granted in the Rights Package Agreement, including collecting and using all revenues associated therewith, and allowing the Hosting SPV to perform the obligations of the Host City Authority under the Host City Agreement.

 

On December 11, 2024, City Council approved a resolution authorizing (1) the final terms of the City’s joinder to the KBHCCD use contract between Global Spectrum LP (dba OVG360), the City’s operator of the KBHCCD, and FWC2026 US, INC (FIFA) to facilitate an eight-month user agreement for use of the KBHCCD and other City spaces in 2026; and (2) the approval for the City Manager to join in the KBHCCD use contract, approved as to form by the City Attorney, and to provide for capital improvements at a not to exceed cost of $15 million.

 

Additionally, during discussions between the City of Dallas and the North Texas FWC Organizing Committee, it was agreed that the two entities would negotiate and enter into a separate agreement, which would further clarify some of the roles and responsibilities with respect to fulfillment of obligations under the Host City Agreement.  These include establishing designated representatives; clarifying coordination efforts; creating indemnity clauses; establishing protocols for maintaining records and the pursuit and use of funds, including the State’s Major Events Reimbursement Program; establishing procedures for any modifications to the Host City Agreement; establishing protocols for adherence to the Texas Public Information Act; and establishing notification procedures. A resolution authorizing approval for the City Manager to enter into this agreement was approved by the City Council on February 12, 2025.

 

As part of those obligations and the joinder for the International Broadcast Center, the perimeter requests include secured parking for loading and unloading large transport vehicles and for the day-to-day parking of other vehicles related to FIFA move-in, move-out and implementation. This item, on behalf of the Department of Convention and Event Services, authorizes an eight-month use agreement with CCH Lamar Partners I, LP, for approximately 113,983 square feet of parking lot space located at 840 and 944 South Lamar Street. This area will be used as truck staging for the FIFA World Cup and for use by FIFA related broadcasting staff and city staff where necessary during the FIFA World Cup.

 

The agreement will begin on January 1, 2026 through August 31, 2026.

 

 

 

 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On January 10, 2018, the City Council authorized the City Manager to enter into a Host City Agreement with FIFA as part of the United Bid Committee’s proposal to host the soccer federation matches in North America by Resolution No. 18-0101.

 

On February 13, 2019, the City Council authorized a contract with Global Spectrum LP dba OVG360 for OVG360 to manage the operations of KBHCCD (KBHCCCD Management Contract) by Resolution No. 19-0281.

 

The Ad Hoc Committee was briefed on the “Professional Sports Recruitment and Retention” was briefed on March 26, 2024.

 

On June 26, 2024, the City Council authorized the City Manager (i) to participate in the negotiations between OVG360, the KBHCCD operator, and FIFA to facilitate FIFA’s use of the KBHCCD under a proposed nine-month use contract in 2026, and (ii) to negotiate a joinder to the use contract for the City to perform some of FIFA’s additional requests that are not within OVG360’s KBHCCD Management Contract by Resolution No. 24-2099.

On December 11, 2024, the City Council authorized a resolution for (1) the final terms of the City’s joinder to the KBHCCD use contract between Global Spectrum LP (dba OVG360), the City’s operator of the KBHCCD, and FWC2026 US, INC (FIFA) to facilitate an eight-month user agreement for use of the KBHCCD and other City spaces in 2026; and (2) the approval for the City Manager to join in the KBHCCD use contract to provide for capital improvements at a cost not to exceed $15 million by Resolution No. 24-1798.

 

On February 12, 2025, the City Council approved a resolution authorizing approval for the City Manager to enter into an agreement between the City of Dallas (Host City Authority) and the North Texas FWC Organizing Committee (Hosting SPV) to set forth rights and obligations of both parties with respect to the fulfillment of obligations under the Host City Agreement for FIFA World Cup 2026, at no cost consideration to the City, by Resolution No. 25-0305.
