BACKGROUND

 

The City of Dallas has applied for and received Housing Opportunities for Persons with AIDS (“HOPWA”) Funds since 1993 to support eligible activities within the Dallas Eligible Metropolitan Statistical Area (“Dallas EMSA”) which includes the counties of Dallas, Collin, Denton, Ellis, Hunt, Kaufman, and Rockwall. HOPWA Grant Funds are to assist grantees in meeting the housing needs of low-income persons with HIV/AIDS and HIV-related illness and their families.

 

The U.S. Department of Housing and Urban Development (“HUD”) provides grant funds through the Housing Opportunities for Persons with AIDS (“HOPWA”) Program according to the terms of 24 C.F.R. part 574, to assist grantees in meeting the housing needs of low-income persons with HIV/AIDS and HIV-related illness and their families within the grantee’s Eligible Metropolitan Statistical Area (“EMSA”).

 

The City is a grantee of HOPWA funds to serve the Dallas EMSA (the “HOPWA Funds”), and on June 9, 2021, the City Council authorized final adoption of the FY 2021-22 HUD Consolidated Plan Budget, which included HOPWA Grant Funds from HUD in the amount of $7,943,508.00, by Resolution No. 21-0974. On June 22, 2022, the City authorized final adoption of the FY 2022-23 HUD Consolidated Plan Budget, which included the HOPWA Grant Funds from HUD in the amount of $8,469,139.00, by Resolution No. 22-1024.

 

City issued a Request for Competitive Sealed Proposals (“RFCSP”) (#BRZ22-00018719) for HOPWA programs, consisting of (1) Emergency/Tenant Based Rental Assistance; (2) Facility Based Housing, Master Leasing, and Emergency Vouchers; (3) Housing Placement and Other Support Services; (4) Housing Facilities Rehabilitation/Repair; and (5) Housing Information Services, for persons living with HIV/AIDS. PWA Coalition of Dallas, Inc. d/b/a AIDS Services of Dallas; Health Services of North Texas, Inc.; Open Arms, Inc. d/b/a Bryan’s House; and Legacy Counseling Center, Inc. submitted proposals in response to the RFCSP and were recommended for funding.

 

On February 22, 2023, the City Council authorized one-year service contracts, with two one-year renewal options contingent on available funding, with a term beginning on October 1, 2022, with PWA Coalition of Dallas, Inc. d/b/a AIDS Services of Dallas; Health Services of North Texas, Inc.; Open Arms, Inc. d/b/a Bryan’s House; and Legacy Counseling Center, Inc. in the total amount of $3,613,970.00, by Resolution No. 23-0318. 

 

On June 14, 2023, the City Council adopted the FY 2023-24 HUD Consolidated Plan Budget for HUD Grant Funds by Resolution No. 23-0765. The FY 2023-24 HUD Consolidated Plan Budget includes HOPWA Grant Funds, which are available beginning October 1, 2023, contingent upon HUD’s approval of the City’s FY 2023-24 Action Plan (which is based on the approved HUD Consolidated Plan Budget, submitted on or about August 15, 2023) and execution of the grant agreements with HUD. Unspent FY 2021-22 and FY 2022-23 HOPWA Funds will also fund the contracts.

 

This agenda item authorizes the first of two one-year renewal options funded under the FY 2023-24 HUD Consolidated Plan Budget for HUD programs. This renewal option includes a small increase in the amount of $413,825.00 to enable the agencies to provide additional assistance under the HOPWA programs consisting of (1) Emergency/Tenant Based Rental Assistance; (2) Facility Based Housing, Master Leasing, and Emergency Vouchers; (3) Housing Placement and Other Support Services; (4) Housing Facilities Rehabilitation/Repair; and (5) Housing Information Services for persons living with HIV/AIDS (collectively, “Programs.”) These Programs are funded under the Housing Opportunities for Persons with AIDS (HOPWA) Grant from the U.S. Department of Housing and Urban Development (HUD).

 

The Dallas HOPWA Grant Program serves low-income persons living with HIV/AIDS in the Dallas Eligible Metropolitan Area, which includes seven counties: Collin, Dallas, Denton, Ellis, Hunt, Kaufman, and Rockwall. On October 23, 2019, City Council authorized twelve-month contracts with two 12-month renewal options contingent on available funding with the following subrecipients: (1) Health Services of North Texas, Inc. to provide scattered site housing assistance for persons with HIV/AIDS by Resolution No. 19-1662; (2) Legacy Counseling Center, Inc. to provide housing information services and resource identification for persons with HIV/AIDS by Resolution No. 19-1663; (3) Legacy Counseling Center, Inc. to provide facility based housing assistance and supportive services for persons with HIV/AIDS by Resolution No. 19-1664; (4) Legacy Counseling Center, Inc. to provide master leasing including supportive services and emergency vouchers for homeless persons with HIV/AIDS by Resolution No. 19-1665; (5) Open Arms Inc. d/b/a Bryan’s House to provide child care services for persons with HIV/AIDS by Resolution No. 19-1667; (6) PWA Coalition of Dallas, Inc. d/b/a AIDS Services of Dallas to provide facility based housing assistance and master leasing with supportive services for persons with HIV/AIDS by Resolution No. 19-1668. Those contracts, as amended and/or renewed, expired on September 30, 2022. A four-member committee from the following departments reviewed and evaluated the qualification.

 

This agenda item authorizes the first of two one-year renewal options funded under the FY 2023-24 HUD Consolidated Plan Budget for HUD Grant Funds. This renewal option includes small increases, to enable the agencies to provide additional assistance under the HOPWA Program.

On June 22, 2022, the City Council authorized final adoption of the FY 2022-23 HUD Consolidated Plan Budget for the U.S. Department of Housing and Urban Development Grant Funds by Resolution No. 22-1024.

 

On February 22, 2023, the City Council authorized (1) one-year service contract(s), with two one-year renewal options, contingent on available funding, with a term beginning on October 1, 2022, approved as to form by the City Attorney, with subrecipients for Housing Opportunities for Persons with AIDS programs as follows: (a) Health Services of North Texas, Inc. for Emergency/Tenant Based Rental Assistance; (b) Open Arms, Inc. d/b/a Bryan’s House for Housing Placement and Other Support Services (childcare services); (c) Legacy Counseling Center, Inc. for Facility Based Housing Services (Cottage); (d) Legacy Counseling Center, Inc. for Master Leasing/Emergency Voucher Services; (e) Legacy Counseling Center, Inc. for Housing Facilities Rehabilitation Services; and (f) Legacy Counseling Center, Inc. for Housing Information Services; (g) PWA Coalition of Dallas, Inc. d/b/a AIDS Services of Dallas for Emergency/Tenant Based Rental Assistance and Housing Placement and Other Support Services (for permanent housing placement and short-term rent/mortgage/utility assistance services); (h) PWA Coalition of Dallas, Inc. d/b/a AIDS Services of Dallas for Facility Based Housing, Master Leasing, and Emergency Voucher Services; and (i) PWA Coalition of Dallas, Inc. d/b/a AIDS Services of Dallas for Housing Facilities Rehabilitation; and (2) ratification(s) for the Office of Community Care to pay outstanding invoices for services provided by the subrecipients by Resolution No. 23-0318.
