BACKGROUND
This service contract will be used for the design, fabrication and installation of a building for restrooms, concessions and storage at Reverchon Park located at 3505 Maple Avenue. This project will enhance the comfort of and services to the ballpark attendees and provide critical storage space for maintenance crews and teams.
Reverchon Park is over 100 years old. The 39-acre park is located between Maple Avenue, the north entry ramp to the Dallas North Tollway, Scottish Rite Hospital and the Katy Trail in the City of Dallas. The present area of the ballpark facility that is covered by the field, structures and parking lot is 4.25 acres or about 11% of the total park. The field was recently rebuilt, and the grandstand was recently restored. New lighting, new scoreboard and new dugouts were also added recently.
The prefabricated building will be approximately 40 feet by 22 feet in size. There will be a restroom sized to accommodate the estimated 350-375-person maximum capacity of the grandstand and grounds. There will be concession space with a transaction window along with two storage rooms for maintenance equipment and materials as well as for equipment and gear for the North Dallas High School baseball team and other teams that use the ballpark on a regular basis.
The Texas Association of School Boards (BuyBoard) cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 25, 2022, the Park and Recreation Department entered into a thirty-year Inter-local Agreement with the Dallas Independent School District (DISD) or the joint development, operation, and use of Reverchon Park Baseball Field, that allowed DISD to pay for restoration and improvements at Reverchon Park ballpark, the home baseball field, for North Dallas High School. The improvements included a reconstruction of the ballfield, dugouts, and lighting. The restorations included the grandstand.
On October 25, 2023, the City Council authorized to accept funds from the Dallas Education Foundation in the amount of $800,000.00 for the purposes of building, restoring, and renovating the concession and restroom buildings at Reverchon Park Baseball Field by Resolution No. 23-1465.
On June 26, 2025, the Park and Recreation Board authorized a twelve-month service contract to design, fabricate and install a building for restrooms, concessions and storage at Reverchon Park located at 3505 Maple Avenue with The Public Restroom Company, in the amount of $749,820.00 through the Texas Association of School Boards, Inc. (BuyBoard) cooperative agreement.
