BACKGROUND

 

Dallas College, through the Caruth Police Institute (CPI), provides law enforcement and leadership training for sworn and civilian staff in field operations, administration, and management roles within government. CPI will offer routine short courses, a 1-day leadership course, and a five day Leadership Series to the Dallas Water Utilities Department (DWU), the Dallas Police Department (DPD), and the Department of Equipment and Fleet Management (EFM).

 

The short courses provide targeted training to support personal and professional development, including refresher training. The 1-day development courses will focus on emotional intelligence, team building, and building trust. The five day leadership training will offer a deeper dive into leadership techniques, effective communication, coaching, and motivational strategies. These courses will help DWU, DPD, and EFM address emerging workforce development needs, respond to employee survey results, and support both personal and professional growth. These tools are aimed at retaining and recruiting staff and build on a multi-year approach to equip all employees with the necessary tools and resources to adapt to evolving workforce dynamics.

 

This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement. The current agreement expires effective on August 31, 2025, and this new five year agreement is necessary to continue these important and beneficial services.

 

Interlocal agreements are authorized by Chapter 791 Subchapter B of the Texas Government Code. Section 791.011 of the Texas Government Code authorizes a local government to participate in an interlocal agreement with another local government, federally recognized Indian tribe, State of Texas agency, or another similar agency of another state.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On October 11, 2023, the City Council authorized an Interlocal Agreement between University of North Texas at Dallas and the Dallas Police Department through the Caruth Police Institute at the University of North Texas at Dallas by Resolution No. 23-1412.

 

On October 25, 2023, the City Council authorized an Interlocal Agreement between University of North Texas at Dallas and Dallas Water Utilities through the Caruth Police Institute at the University of North Texas at Dallas by Resolution No. 23-1470.
