Authorize the (1) acceptance of a grant from the U.S. Department of Health and Human Services for Substance Abuse and Mental Health Services Administration (SAMHSA) for the South Dallas Drug Court Expansion project (Grant No. 5H79TI086241-03, Assistance Listing No. 93.243) in the amount of $386,579.00 to expand Substance Use Disorder treatment and recovery support services in the existing South Dallas Drug Court for the period September 30, 2025, through September 29, 2026, for year three of the five-year project; (2) establishment of appropriations in an amount not to exceed $386,579.00 in the SAMHSA FY26 South Dallas Drug Court Expansion Grant Fund; (3) receipt and deposit of funds in an amount not to exceed $386,579.00 in the SAMHSA FY26 South Dallas Drug Court Expansion Grant Fund; and (4) execution of the award with SAMHSA and all terms, conditions, and documents required by the agreement - Not to exceed $386,579.00 - Financing: SAMHSA FY26 South Dallas Drug Court Expansion Grant Fund

BACKGROUND
This item will authorize the acceptance of a grant from the U.S. Department of Health and Human Services (HHS) for the SAMHSA Grant. The SAMHSA of the U.S. Department of HHS awarded the City a five-year grant with the project period from September 30, 2023, through September 29, 2028. The South Dallas Drug Court (SDDC) seeks to identify adults with substance use disorders (SUDs) and/or co-occurring mental health disorders who have a City of Dallas Class C Misdemeanor citation for SDDC adjudication and processing, and to offer those individuals enhanced program services that include alcohol/drug and mental health treatment, recovery support services, screening, assessment, job placement and training, financial planning, parenting classes, anger management, case management, legal defense services, and other related services. The SDDC is in the Martin Luther King, Jr. Community Center located at 2922 Martin Luther King, Jr. Boulevard, Dallas, Texas 75215 and serves South Dallas/Fair Park, Jubilee Park, and Pleasant Grove.
The purpose of this program is to expand the SUD treatment and recovery support services in the SDDC. The program recognizes the need for treatment instead of incarceration for individuals with SUDs. This award provides individuals with SUDs who are participating in the SDDC a continuum of care, including prevention, harm reduction, treatment, and recovery services. Harm reduction services funded under this award must adhere to federal, state, and local laws, regulations, and other requirements related to such programs or services. The SDDC will screen and assess participants for the presence of SUDs and/or co-occurring mental health disorders, screen for infectious diseases that those with SUDs are at high risk of contracting and provide evidence-based, population appropriate harm reduction, treatment, and recovery support services. The Treatment Drug Courts Program is authorized under Section 509 (42 USC 290 bb-2) of the Public Health Service Act, as amended.
The U.S. Department of HHS, SAMHSA, has awarded the City $386,579.00 in support of the SDDC Program for year three of the five-year project period.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 27, 2023, the City Council authorized the acceptance of the SAMHSA Grant from the U.S. Department of HHS (Grant No. H79TI086241-01, Assistance Listing No. 93.243) to expand SUD treatment and recovery support services at the existing SDDC for the period September 30, 2023, through September 29, 2024, and execution of the grant agreement for year one of the five-year project period by Resolution No. 23-1368.
On August 28, 2024, the City Council authorized the acceptance of the SAMHSA grant from the U.S. Department of HHS (Grant No. 5H79TI086241-02, Assistance Listing No. 93.243) to expand SUD treatment and recovery support services in the existing SDDC for the period September 30, 2024, through September 29, 2025, and execution of the grant agreement for year two of the five-year project period by Resolution No. 24-1165.
A confidential memorandum regarding this matter will be provided to the City Council on October 3, 2025.
