Title
Authorize (1) the ratification of payment to Harmony Community Development Corporation (Harmony CDC) for the uninterrupted performance of counseling and mental and behavioral health services for the period November 9, 2025 through January 13, 2026; (2) a partial amendment to Section 2 of Resolution No. 23-0625, previously authorized on May 10, 2023 for mental health support programs to eligible residents of the City of Dallas to extend the service contract term with Harmony CDC; and (3) Supplemental Agreement No. 2 to the service contract with Harmony Community Development Corporation to extend the term of the contract from November 8, 2025 to May 31, 2026 - Financing: No cost consideration to the City

BACKGROUND
On May 10, 2023, the City Council authorized a service contract with Harmony CDC to provide counseling and mental and behavioral health services for highly impacted communities in the City of Dallas by Resolution No. 23-0625. Subsequently, the service contract was extended for six months by Extension Request 24-0565 followed by a one-year renewal by Administrative Action No. 25-5699.
Recent suspensions in Supplemental Nutrition Assistance Program (SNAP) and reduced SNAP benefits levels have exacerbated food insecurity in the community contributing to increased levels of stress in families and mental health for individuals. Harmony CDC was originally awarded this contract to meet the needs caused or worsened by the COVID-19 pandemic and resulting economic impacts. However, many of these circumstances are still in place and services are still needed.
To meet the demand for counseling and mental and behavioral health services, Harmony CDC provided services after the term expiration. This ratification provides for the payment to Harmony CDC for the uninterrupted performance of counseling and mental and behavioral health services during November 9, 2025 through January 13, 2026.
Additionally, the Office of Housing and Community Empowerment staff recommends an extension of the term from November 8, 2025 to May 31, 2026 to ensure that Harmony CDC is able to fully expend the funding. This term extension is in the City’s best interest because it allows the City to avoid the recapture of American Rescue Plan Act Funds, which are required by the U.S. Department of Treasury to have been obligated by December 31, 2024 and expended by December 31, 2026.
