BACKGROUND

 

In response to the economic and human impacts of the Coronavirus pandemic, in 2021 the United States Treasury made available funding to cities, states and counties in the form of State and Local Fiscal Recovery Funds. The Texas Parks and Wildlife Department was a direct recipient of funds and allocated $20,000,000.00 to the City of Dallas for housing and workforce development, parks and trails, libraries and cultural centers, and health and physical development programming. 

 

Approximately $6,300,000.00 of these funds were made available via a Notice of Funding Availability administered by the Office of Community Care and Empowerment for community organizations and nonprofit organizations to administer aligned programs and services in Dallas, Texas, Texas House District 111, and/or southern Dallas. This item authorizes multiple subrecipient agreements with selected qualifying entities awarded through this process.

 

A six-member panel from the following departments and community members reviewed and evaluated the applications from qualifying entities:

Although not a competitive solicitation, as part of the NOFA, the Office of Community Care and Empowerment used the procurement system to send out notifications to vendors registered under relevant commodity codes. 

 

TeCo Theatrical Productions, Inc., Communities of Schools of the Dallas Region, Harmony Community Development Corporation, Shared Housing Center, and Under 1 Roof are among the organizations that have been selected as subrecipients to provide housing support services and workforce/skills training programs to individuals that live and/or work in Dallas and Texas House District 111 and/or the southern sector of Dallas.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On August 24, 2022, the City Council authorized the acceptance of grant funds from the Texas Parks and Wildlife Department in the amount of $20,000,000.00 and execution of a contract for the period from November 8, 2021 to May 31, 2024, by Resolution No. 22-1240.

 

On April 22, 2024, the contract amendment to extend the performance period until April 30, 2026, by Administrative Action 24-6567.
