SUBJECT
Title
Authorize an architectural services contract with exp US Services, Inc. to provide design services for the Airport Emergency Operation Center/Airport Operation Center and bid phase services at Dallas Love Field - Not to exceed $249,708.00 - Financing: Aviation Fund (This item was deferred on March 8, 2023)
Body
BACKGROUND
The Airport Operation Center (AOC) is an integral part of daily airport operations, which requires a standard of functional requirements for 24/7 operational support during normal conditions, irregular operation, and emergency situations. The Airport Emergency Operation Center (AEOC) is an essential component of emergency response and recovery where key officials can collect, communicate, and coordinate information and resources. The current layout, equipment, and resources are not sufficient in enabling the AOC/AEOC core functions above. A redesign of each center is proposed to allow for optimal operations in support of daily and emergent events.
The project intent for co-location of these two critical functions is the ability to collect, analyze, and share information between AOC/AEOC quickly and face-to-face during emergency management.
This action will authorize an architectural services contract with exp US Services, Inc. to analyze the AOC and to design a space to facilitate the current industry needs in similar facilities and its technological needs. The architect will also analyze the existing AEOC space and will design a space that will facilitate the current industry needs in similar facilities. Facility needs are also to include the following: secured access, television screens and supporting monitor/personal computers with cable/live news/weather, (close up windows), video conferencing equipment with room wide audio, handheld radios, one base radio station, seven analog telephones, large areas for magnetic dry erase wall, projector, bulletin board, maps, smart board, cable television, and hardline phone.
