Title

Authorize a five-year service price agreement transportation for hire services for passenger drop-off and pick-up at Dallas Love Field Airport in an amount not to exceed $287,852.00 with Alto Operations Texas, LLC and Irving Holdings, Inc. in an amount not to exceed $222,000.00, most advantageous proposer of seven - Total Estimated Revenue: Aviation Fund $509,852.00 (This item was deferred on January 10, 2024)

Body

BACKGROUND

This service agreement will provide exclusive transportation for hire services for passenger drop off and pick-up at our designated curbside at Dallas Love Field Airport (DAL). The solicitation includes four curbside stalls for passenger drop off and pick up located at ticketing and the lower-level baggage claim and four inside booths at a rental space located near baggage claim for on demand service.

The City of Dallas and DAL strive to reduce our carbon footprint and has included carbon reducing measures in the solicitation. Both awarded vendors have proposed carbon reducing vehicles in this solicitation.

A three-member committee from the following departments reviewed and evaluated the qualification:

                     Department of Aviation                                                               1

                     Department of Transportation                                          1

                     Code Compliance                                                                                    1

                     Office of Procurement Services                                          1*

*The Office of Procurement Services only evaluated cost and local preference, if applicable.

The committee selected the successful respondent on the basis of demonstrated competence and qualification under the following criteria:

                     Experience and qualification                     35 points

                     Proposed approach                                                               20 points

                     Technical competences                                           15 points

                     Total cost                                                                                    30 points

As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes.  To further increase competition, the Office of Procurement Services uses historical solicitation information, the internet and vendor contact information obtained from user departments to contact additional vendors.

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by Resolution No. 15-2141.  The calculated living wage during this solicitation process of this contract is $17.82 per hour. The selected vendors meet this requirement.
