BACKGROUND
This action will authorize a professional services contract with New Line Skateparks FL, Inc. for schematic design, design development, construction documents, bidding, permitting and construction phases for Westmoreland Skatepark. The 2024 Bond Program included funding for this project, which includes a new skatepark located at Westmoreland Park.
On October 31, 2024, and November 7, 2024, the City of Dallas advertised the Request for Qualifications for Architectural and Engineering Consulting Services for the Westmoreland Skatepark project. In response to this advertisement, the Office of Procurement Services received submittals from a single interested Engineering firm on November 15, 2024.
On December 5, 2024, the Park & Recreation Department, Planning and Design Selection Committee evaluated New Line Skateparks FL, Inc. based on their qualifications for the Westmoreland Skatepark project.
On March 4, 2025, the Planning and Design Division sent a Request for Proposal for Architectural and Engineering Services for the Westmoreland Skatepark project. In response to this request, the Planning and Design Division received one submittal on March 26, 2024.
The project will include a reinforced concrete skatepark complex, a venue that can attract community contests and events.

On June 5, 2025, the Park and Recreation Board approved a professional services contract with New Line Skateparks FL, Inc. for schematic design, design development, construction documents, procurement and construction phases for Westmoreland Skatepark located at 3601 West Illinois Avenue.
