Authorize (1) an Interlocal Agreement with the Texas Department of Transportation (TxDOT) through a grant from the U.S. Department of Transportation Federal Highway Administration (Agreement No. CSJ 2374-01-137, etc., CFDA No. 20.205) in the amount of $2,564,027.06 to provide cost reimbursement for material and labor costs incurred by the City for its traffic signals labor and materials services in support of the reconstruction and cost reimbursement for the Operation and Maintenance of IH-635 Lyndon B. Johnson (LBJ) East Corridor Project covering various intersections (list attached to the Agenda Information Sheet); (2) the establishment of appropriations in the amount of $2,564,027.06 in the Texas Department of Transportation IH-635 LBJ East Corridor Project Cost Reimbursement Fund; (3) the receipt and deposit of funds in the amount of $2,564,027.06 in the Texas Department of Transportation IH-635 LBJ East Corridor Project Cost Reimbursement Fund; and (4) execution of an Interlocal Agreement and all terms, conditions, and documents required by the agreement - Total amount of $2,564,027.06 - Financing: Texas Department of Transportation Grant Funds

BACKGROUND
On May 30, 2019, the Texas Transportation Commission authorized the selection of the proposer who submitted the best value proposal to design, develop, construct, and potentially maintain the IH-635 LBJ East Corridor Project, which is comprised of improvements to the IH-635 corridor from US 75 to IH-30 in Dallas County. The project covers the reconstruction and widening of general-purpose lanes from eight lanes to 10 lanes, reconstruction of the existing one tolled managed in each direction, construction of continuous frontage roads, reconstruction of the Skillman Interchange, and reconstruction of the IH-30/IH-635 Interchange. The contract was executed between TxDOT and its selected Design-Builder on August 22, 2019. The improvements to the LBJ East Corridor Project involve a complicated traffic control plan that impacts the traffic operation along several city roadways that are directly affected by the reconstruction activities or indirectly through reduced capacity on affected roadways or through detours to other roadways.
The City is responsible for the operation and maintenance of traffic signals and has specific requirements for its management and support of its signals infrastructure. TxDOT and the City are collaborating on this project to minimize its impact to the travelling public in this area. TxDOT will reimburse the City for its labor and material commitments to assist with its services in support of the reconstruction effort covering the traffic signals and associated infrastructure of the intersections noted in the attached list.
This action will authorize an Interlocal Agreement for Traffic Signals (state contracted and with a municipality providing limited materials and/or labor and/or equipment) and reimbursement for the operation and maintenance within a municipality with TxDOT and the establishment of a TxDOT LBJ East Corridor Project Reimbursement Fund to:
1. Monitor and adjust traffic signal timings as needed at the locations noted in the attached list.
2. Provide a controller, cabinet, radar detection equipment, traffic signs, and battery backup equipment for the locations noted in the attached list.
